CARB's Air Quality Planning and Science Division is seeking a Branch Chief to oversee three teams (or sections) of staff who are responsible for developing air quality plans (State Implementation Plans or SIPs) and one section responsible for analyzing air quality data. The Branch includes approximately 30 staff who work on highly technical analyses as well as synthesis of information from across the agency to develop policy documents and federally mandated SIPs. The Branch has extensive engagement with CARB's Executive Office and is often tasked with short turnaround and dynamic assignments, in addition to longer-term projects. Development of the SIPs requires close coordination with divisions across CARB, as well as with the United States Environmental Protection Agency (U.S. EPA), the local air districts, other state agencies, community-based organizations, and members of the public. This process requires sensitive and challenging negotiations with a wide range of stakeholders, often under tight deadlines.
