About The Position

This position can be located in Sacramento or Riverside County. This position is a 12-month Limited Term (LT) and may be extended up to 24 months or become permanent. If you have permanent status and have passed probation, you have mandatory reinstatement rights into your former position/classification at the end of this LT appointment. You will be separated from state service if you have not had prior permanent or probationary civil service status. During this 12-month limited-term assignment, you may be entitled to receive health, dental, and vision benefits. You will also earn State Service and accrue monthly leave credits. The Climate Change Mitigation and Emissions Research (CCMER) Section is seeking motivated individuals with strong scientific knowledge and technical skill to join our team as an Air Resources Engineer. The Section develops and conducts policy-relevant in-house and extramural research to support CARB mobile source programs and policies. Section's research efforts are to understand in-use fleet emission characteristics to achieve further NOx reductions from heavy-duty trucks and off-road equipment, investigate the effect of various regulatory options using large datasets obtained by laboratory, remote-sensing, and engine and activity data-logging technologies, investigate potentials of low-carbon transportation technologies in implementing and developing emissions and greenhouse gas reduction programs and policies, characterize emission and socioeconomic benefits of low-carbon fuel and transportation technologies, and understand non-exhaust emissions such as brake-, tire-, and wheel-wear emissions. Working independently and under the general direction of the Air Resources Supervisor I (ARS I), the incumbent should lead multiple research projects and enhance the scientific, analytical, and technical capacity of the Section. The incumbent should conduct technical and scientific evaluations of existing mobile source emissions research using scientific methods to manipulate, interpret, and analyze large mobile source datasets. A key role of the incumbent will be to work collaboratively with internal and external partners, identify and initiate exhaust and non-exhaust emissions research needs for mobile sources, conduct and manage research projects, and inform CARB programs with research findings. The incumbent should be able to work independently and collaboratively both within and beyond CARB, build consensus on research directions, participate in workgroups and committees of professional organizations for conveying CARB's perspectives on mobile source emission reduction and greenhouse gas mitigation, and maintain productive and collaborative relations with CARB mobile source programs, regional air quality management organizations, federal governments, the scientific community, as well as national and international industry stakeholders. Nice To Haves

  • The incumbent should have strong scientific and technical background, advanced degrees in engineering or science, and knowledge and research experience of conventional engine emission control technologies and zero-emission vehicle energy use for both on-road vehicles and off-road equipment, and broad knowledge of CARB mobile source emissions and greenhouse gas programs and policies. The most competitive incumbent will have expert-level skills in mining of transportation activity and exhaust and non-exhaust (brake- and tire-wear) emissions data, database analysis, and statistics.
  • The incumbent should have demonstrated experience with computer software for manipulation, analysis, and graphical presentation of large transportation activity and emission datasets using tools such as Excel, Access, MATLAB, Python, Perl, SAS, R, MariaDB, MySQL, cloud server, etc.
  • The incumbent should have excellent interpersonal skills, critical and comprehensive thinking skills, the ability to convert research results into policy recommendations, and the ability to meet deadlines.
  • The incumbent should have the ability to make verbal and written communications clearly, concisely, and appropriately for audiences with varying levels of understanding, and to write clear, concise, and comprehensive documents (e.g., memos, letters, white papers, research idea synopsis, data analysis plans, journal articles, staff evaluations, conference and meeting presentations, and others).
  • The incumbent is expected to establish and maintain cooperative working relationships with staff, management, and stakeholders internally and externally and to exercise sound judgment when making decisions independently and suggestions to the management to comply with program goals and objectives. The incumbent is expected to carry out assignments effectively and comprehend and interpret complex information and materials, including standards, procedures, technical reports, and policies to apply to work assignments.
  • The incumbent should have the desire to use research to help CARB meet its mobile source emissions reduction goals and the ability to work collaboratively with the many stakeholders involved.
  • Possessing a State of CA Driver's license is highly desirable.
