About the position

Tetra Tech, an industry leader in engineering and consulting, is seeking candidates for a full-time Air Quality Program Lead position at NASA AFRC, CA. This role will require daily interaction with NASA personnel and oversight of air quality compliance activities. This position requires the candidate to be a U.S. Citizen due to the projects they will be working on.

Responsibilities

  • Serve as the lead for the Air Quality Program, ensuring compliance with local, state, and federal regulations related to air emissions management.
  • Coordinate all activities related to air quality compliance including permitting, inspections, monitoring, and reporting.
  • Conduct inspections and assessments of air emission sources and pollution control equipment to ensure compliance with regulatory requirements.
  • Prepare and submit required reports to regulatory agencies, including greenhouse gas (GHG) emissions calculations and compliance documentation to include development of PTE calculations.
  • Provide technical guidance and support to site personnel regarding air quality issues and compliance requirements.
  • Collect data and maintain a database of ODGWS and ODGWS-related information, including but not limited to site activities using ODGWS, details of replacement or phaseout efforts, and usage and inventory data, and leak rate calculations and repairs.
  • Evaluate VOC emission content of materials/chemicals to ensure compliance with facility permits.
  • Develop and deliver training programs on air quality compliance for staff and stakeholders.
  • Conduct State Specific AQ requirements to include CARB PERP for Eastern Kern APCD and Antelope Valley AQMD, CARB off-road diesel equipment regulation, CARB Large Spark Ignition regulation, CARB on-road equipment regulation, CARB CLEAN Truck check Regulation, CARB Refrigerant Management Program, CARB HARP, CARB ATCM, and perform chemical reviews.
  • Prepare regulatory reviews of proposed or amended regulations/requirements.
  • Maintain accurate records of air quality compliance activities and ensure documentation is up to date.
  • Maintain EPA Method 9 and/or Method 22 certification and perform visible emissions monitoring and reporting.

Requirements

  • Bachelor of Science degree in environmental engineering, science, or related field is required.
  • 10+ years of direct experience with air emissions management is required.
  • Knowledge of California AQ environmental regulations is required.
  • Maintain EPA Method 9 and/or Method 22 certifications.
  • Must possess a valid driver's license in good standing.
  • Must be detail oriented to properly document all environmental compliance activities occurring across the contract.

Nice-to-haves
