About The Position

The AI Strategy Analyst is responsible for providing agency-wide guidance, governance, and oversight for the responsible adoption, use, and implementation of artificial intelligence across the organization. This role establishes AI strategy, governance frameworks, risk controls, and implementation standards to ensure AI technologies are deployed ethically, securely, and in alignment with the priorities of OSDH. This position reports to the Director of Digital Transformation and serves as a central coordinator for AI-related decision-making, including machine learning, generative AI, automation, and advanced analytics and works collaboratively with OSDH Information Services, Digital Products, Legal, and Data Governance as well as OMES IT staff as needed. The position will also work with program area staff to ensure appropriate use of AI across all business areas.

Requirements

  • Applicants must be willing and able to perform all job-related travel normally associated with this position and possess a valid driver’s license.
  • Bachelor’s degree in computer science, data science, information systems, advanced analytics, or related field (master’s degree preferred).
  • Minimum of three (3) years of experience in analytics, data, technology, or digital transformation roles.
  • Demonstrated experience work in AI, machine learning, automation, or advanced analytics solutions.
  • Experience working across cloud ecosystems (Google Cloud, Azure) and modern data/AI Platforms.
  • Experience in digital, AI-enabled, or advanced data solutions within public health or healthcare environments.
  • Experience with vendor/contract oversight and management and budget management

Nice To Haves

  • Knowledge of artificial intelligence, machine learning, generative AI, and automation concepts, capabilities, and limitations.
  • Knowledge of data governance, privacy, security, and regulatory requirements applicable to Protected Health Information (PHI).

Responsibilities

  • Develop and maintain the agency’s enterprise AI strategy, policies, and roadmap, in coordination with digital transformation, digital products, information services, and data governance partners.
  • Provide agency-wide guidance on AI capabilities, limitations, and appropriate use, supporting responsible adoption aligned with agency mission, values, and priorities.
  • Serve as central advisory and review point for proposed AI use cases and initiatives, coordinating cross-functional input and providing formal recommendations to ensure alignment with agency priorities, policies, and governance.
  • Evaluate AI solutions, tools, and vendor offerings for appropriateness, data dependencies, regulatory considerations, and risk including assessment of vendor claims related to AI, automation, and advanced analytics.
  • Establish enterprise visibility and oversight of AI use cases and solutions, including documentation, risk awareness and lifecycle monitoring.
  • Support responsible AI adoption and agency-wide readiness by developing guidance, training materials, best practices, and serving as the coordination point for AI-related questions, emerging trends, and proposed use cases.
  • Partner with data governance, privacy, legal and other security stakeholders to ensure AI solutions comply with HIPAA, regulatory requirements, and agency policies and identify and escalate AI-related risks or gaps as needed.
