GENERAL OVERVIEW: This position is responsible for system-wide leadership of capital construction initiatives. ESSENTIAL RESPONSIBILITIES Perform management responsibilities to include, but are not limited to: involved in hiring and termination decisions, coaching and development, rewards and recognition, performance management and staff productivity. Plan, organize, staff, direct and control the day-to-day operations of the department; develop and implement policies and programs as necessary; may have budgetary responsibility and authority. (20%) 1. Program Management (20%) Plans, organizes, and coordinates the strategic, short- and long-range planning and day-to-day operations and activities of the facilities planning function. Coordinates the selection and supervision of architects, engineers, planning and design consultants, project managers, construction managers, inspectors, and/or other applicable professionals. Perform research and analysis in the development of facilities planning data; develops initial programmatic plans for use by design professionals based on long-range analysis of strategic plans and space utilization data; prepares special analyses and reports related to long-range planning; analyzes needs and develops recommendations concerning future. Develop, gain approval and achieve program requirements for implementing construction projects, safety and infection control. Ensure compliance with applicable policies, rules, regulations and laws including regulatory and policy developments affecting areas of responsibility. 2. Utilization of Facilities (20%) Coordinate prioritization and sequencing of capital construction projects with network strategies, capital constraints, and facility infrastructure needs. Oversee the assessment and replacement planning of systems at existing facilities to ensure that capital plans account for the routine replacement of essential infrastructure. Prepare and deliver presentations to all levels of management on the most efficient/effective ways to renovate, reuse, improve and/or develop existing and new facilities. Develop and implement guidelines, standards, and measures for evaluating programmatic and operational effectiveness and establish target parameters. Establish benchmarks and key performance indicators to ensure that strategic master plans effectively support business objectives. Optimize the utilization of new and existing real estate with construction and non-construction solutions. Maintain knowledge of current and emerging trends in technologies, techniques and approaches in space planning and allocation. Keep apprised of current regulations, guidelines, space optimization methodology, building layout/footprints, architectural elements, corporate environments, aesthetics, lean strategies, department work requirements and interaction patterns, ADA (Americans with Disabilities Act), and OSHA (Occupational Safety & Health Administration) requirements, building, fire codes, HVAC (Heating, Ventilating, Air Conditioning) capacities and other related regulations in order to effectively address all interior space requirements. 3. Capital Program Development (20%) Assist in the development of a network capital plan that supports the programmatic priorities of the organization and its component businesses and departments. Provide leadership to support the effective planning, sequencing, coordination, design, and construction of approved projects. Support development and implementation of standardized contracts. Lead/participate in negotiation of terms for project agreements. Initiate/facilitate agency interaction for project approval process. Direct new and existing construction, expansion, and renovation/remodeling projects 4. Strategic Planning (20%) Oversee workplace design and space strategies that align with short- and long-term strategic initiatives. Create safe, effective, efficient and sustainable space designs that align with our culture and values. Other duties as assigned or requested. QUALIFICATIONS: Required Bachelor’s degree in Engineering, facility management, business administration, construction management or a similarly pertinent field of study or relevant experience and/or education as determined by the company in lieu of bachelor's degree.
