About The Position

Hill Associates is seeking a dynamic Agile Project Manager to drive standardization while managing and executing a variety of projects related to end-user Information Technology (IT) services is a fast-paced environment. This hybrid role bridges the gap between technical administration and delivery facilitation—driving automation, visibility, and collaboration across enterprise projects. The ideal candidate combines hands-on expertise in on IT-focused organization with strong Agile leadership, enabling continuous improvement, data-driven insights, and predictable delivery outcomes in a mission-driven environment.

Requirements

  • Bachelor’s degree and 10 total years of related experience, or 14 years of relevant experience in lieu of degree.
  • Certified Scrum Master (CSM) or equivalent Agile certification.
  • 3+ years of experience administering and developing with agile management tools such as JIRA and Azure DevOps.
  • 3+ years serving as a Scrum Master or Agile Team Facilitator for technical or product teams.
  • Proven experience with Agile frameworks (Scrum, Kanban) and use of Agile metrics for performance improvement.
  • Demonstrated ability to automate workflows and reporting using JQL, automation rules, and dashboards.
  • Experience translating business requirements into technical workflows and reporting solutions.
  • Strong communication and stakeholder engagement skills, including client- facing experience.

Nice To Haves

  • Federal Government experience supporting Agile or DevSecOps teams.
  • SharePoint site and content administration.
  • Atlassian Certified Expert, JIRA Administrator, or Confluence Administrator certifications.
  • Familiarity with Power Automate, ServiceNow, or other ITSM/ticketing systems.
  • Familiarity with service desk and ITIL frameworks in a large IT organization.
  • Strong analytical, critical thinking, and problem-solving skills with the ability to balance multiple priorities.
  • Excellent organizational skills and attention to detail.
  • Proven ability to facilitate collaboration between technical and business stakeholders, converting complex needs into actionable solutions.
  • Ability to operate effectively in a fast-paced, mission-driven, and dynamic environment.

Responsibilities

  • Serve as Scrum Master for one or more Agile delivery teams, facilitating daily stand-ups, sprint planning, retrospectives, and demos.
  • Partner with Product Owners to refine and manage backlogs, ensuring alignment with strategic goals and release priorities.
  • Coach teams on Agile principles, Scrum, and Kanban methodologies, improving predictability, team velocity, and delivery quality.
  • Track and communicate sprint performance and metrics through JIRA dashboards and Agile reports.
  • Identify and remove impediments, fostering a culture of accountability, transparency, and continuous improvement.
  • Collaborate with cross-functional teams to promote Agile maturity and standardize delivery practices across the organization.
