About The Position

The Agile Coach/Scrum Master is responsible for leading and managing full lifecycle complex technology projects for the customers while implementing agile methodology and customer feedback loops across the customer Tech’s project portfolio. This role manages cost, schedule, risks, and resources across multiple concurrent technology projects including major infrastructure initiatives and enterprise system deployments. The position focuses on monitoring performance metrics, resolving roadblocks, and implementing corrective actions to keep projects on track while ensuring 90%+ customer satisfaction and on-time delivery. This specialist will support the customer Tech's transformation by integrating agile practices into traditional federal project management approaches and facilitating the migration of 120+ systems to secure enterprise offerings.

Requirements

  • Minimum 5+ years of hands-on experience as Scrum Master or Agile Coach in complex technology environments
  • Understanding of federal IT project management requirements, compliance frameworks, and oversight processes
  • Experience managing multiple concurrent projects with budgets exceeding $1M and cross-functional teams
  • Proven ability to coach teams and individuals on agile practices with experience delivering training to 50+ participants
  • Experience facilitating meetings with diverse stakeholders including federal employees, contractors, and senior leadership
  • Knowledge of project risk identification, assessment, and mitigation strategies in federal environments
  • Experience with large-scale system migrations, cloud implementations, or enterprise software deployments
  • Ability to establish and track agile performance metrics and drive continuous improvement initiatives
  • Excellent facilitation, presentation, and written communication skills for federal audiences
  • Strong analytical and problem-solving abilities with experience resolving complex technical and organizational challenges
  • Understanding of federal project management standards and ability to adapt agile practices to compliance requirements

Nice To Haves

  • Certified Scrum Master (CSM), Professional Scrum Master (PSM), SAFe certification, or equivalent agile certifications
  • Previous experience with the customer, HHS, or other federal agencies implementing agile methodologies
  • Experience with Jira, Confluence, Azure DevOps, or similar agile project management and collaboration tools
  • Hands-on experience with cloud migration projects, particularly AWS, Azure, or government cloud environments
  • Formal training in organizational change management and experience supporting digital transformation initiatives
  • Understanding of DevOps practices and CI/CD pipeline integration with agile development processes
  • Experience with scaled agile frameworks (SAFe, LeSS, Nexus) for coordinating multiple agile teams
  • Master's degree in Project Management, Information Technology, or related field

Responsibilities

  • Lead and manage full lifecycle projects from initiation to completion/operations & maintenance
  • Manage cost, schedule, risks, and resources across multiple, concurrent technology projects
  • Monitor performance metrics, resolve roadblocks, and implement corrective actions to keep projects on track
  • Ensure 90%+ of projects are delivered on agreed-upon timeline without requiring substantial rework from the Government
  • Facilitate agile methodology implementation and customer feedback loops across all project activities
  • Facilitate daily scrums, sprint planning, sprint reviews, and retrospectives for development teams
  • Remove blockers and impediments that prevent teams from achieving sprint goals
  • Coach teams on agile principles, practices, and continuous improvement methodologies
  • Ensure adherence to scrum framework while adapting to federal compliance requirements
  • Facilitate cross-functional collaboration between the customer Tech teams and program office customers
  • Support teams in achieving sprint velocity improvements and cycle time reductions
  • Deliver agile coaching sessions with historical volume of 72 sessions serving 567 participants annually
  • Provide agile coaching support through ticketing system (198 requests annually based on historical data)
  • Develop and deliver agile training materials and workshops for federal staff and contractors
  • Coach teams on agile transformation from traditional waterfall methodologies to iterative delivery approaches
  • Support organizational change management during agile adoption across the customer Tech divisions
  • Mentor project managers and team leads on agile leadership practices
  • Manage migration of 120+ systems to secure enterprise offerings such as the customer’s Next Generation Secure Cloud (NGSC) and Okta authentication
  • Coordinate integration and deployment of secure collaboration tools across the enterprise
  • Support major infrastructure projects including VTC Enterprise Network and Azure General Support System implementations
  • Facilitate the customer Collaboration Portal, Enterprise Zendesk, and Confluence/JIRA deployments
  • Manage NGSC migration support activities (95 in FY24, 12 in FY25) with peak periods requiring intensive coordination
  • Serve as escalation point of contact for project-related issues and blockers
  • Facilitate Integrated Product Teams (IPTs) for both the customer Tech-led and Program Office vendor-led projects
  • Monitor and track project development progress with weekly briefings to leadership on Fridays
  • Ensure 90%+ of the customer Tech's customers report satisfaction with working with the customer Tech on technology projects
  • Coordinate with cross-functional teams to remove the customer Tech-related blockers and dependencies
  • Maintain clear communication channels between development teams, stakeholders, and leadership
  • Identify and monitor project risks across multiple concurrent initiatives
  • Implement risk mitigation strategies and escalate critical issues to appropriate stakeholders
  • Support risk management frameworks for complex federal technology implementations
  • Coordinate risk assessment activities for system migrations and enterprise tool deployments
  • Maintain risk registers and provide regular risk reporting to project stakeholders
  • Track and report on agile maturity metrics including sprint velocity, cycle time, and delivery predictability
  • Implement continuous improvement processes based on retrospective feedback and lessons learned
  • Support achievement of 20% increase in sprint velocity and 15% reduction in project cycle times
  • Monitor customer satisfaction metrics and implement improvements based on feedback
  • Facilitate post-project reviews and capture lessons learned for future initiatives
  • Ensure 100% of projects are well-documented with key information and decisions readily available
  • Streamline decision-making processes while reducing documentation burden and ensuring compliance
  • Maintain project artifacts in compliance with federal requirements and audit standards
  • Support transition planning and knowledge transfer activities for project completion
  • Coordinate with governance teams to ensure agile practices align with federal oversight requirements
