About The Position

The Oklahoma Medical Marijuana Authority (OMMA) is seeking a full-time Agent I. This is a state position governed by the Civil Service Rules, in state government located in Oklahoma. OMMA offers a comprehensive benefits packet, including a generous benefit allowance to offset the cost of insurance premiums for employees and their eligible dependents. The annual salary for this position is up to $68,000 based on education and experience. This is the first level of this job family where employees are assigned responsibilities involving entry-level work in conducting investigations. In this role, a CLEET certified professional will exercise the general powers authorized by the Oklahoma Medical Marijuana Authority (OMMA) while receiving training to conduct investigations involving violations of Oklahoma state laws and regulations concerning the cultivation, manufacturing, transportation, and sale of medical marijuana. Duties are performed under close supervision to build their skills in conducting investigations, collecting, and preserving evidence, interviewing witnesses, and completing other related activities.

Requirements

• Education and Experience at this level require that an Agent shall be at least twenty-one (21) years of age and shall possess a bachelor’s degree from an accredited college or university and two years of law enforcement experience with a governmental law enforcement agency and must be a certified CLEET peace officer or possess a certification by reciprocity agreement from another state.
• Applicants must possess a valid Oklahoma driver's license at the time of appointment.
• Possess the ability and willingness to carry a firearm and use reasonable force as necessary.
• Have and maintain physical and mental stamina to perform the work.
• Possess a willingness to accept the physical discomforts and/or dangers inherent in the work.
• Be accessible by phone 24 hours a day, 7 days a week, with various periods of on-call status.
• Be willing to travel and occasionally be away from home for multiple consecutive nights.
• Selected applicants must pass a rigid character and background investigation that may include a polygraph examination and a drug screening.
• Conducts professional education to various professionals and groups related to the OMMA mission.
• Knowledge of modern criminal investigative techniques; Oklahoma criminal law pertaining to crime, search and seizure, arrest, and rules of evidence; recent court decisions affecting law enforcement; public relations pertaining to investigative activities; of basic math; of basic English, grammar, and sentence structure; of accounting and business records; and of basic elements of computers and usage of computer software.
• Ability is required to conduct several investigations simultaneously; to present clear and accurate court testimony; to maintain undercover identity while preserving integrity; to maintain a chain of control over evidence collected; to establish and maintain effective working relationships with others; to organize and present facts and opinions in a concise and objective manner; and to operate computers and computer software.

Responsibilities

• Investigates violations of state laws and regulations concerning medical marijuana and may include participation in undercover operations and surveillance of individuals and entities involved in the cultivation, manufacturing and sale of medical marijuana or targeted locations or where it is believed that the law is being violated.
• Gathers and analyzes information; searches for and gathers physical or documentary evidence; interviews witnesses; obtains signed statements and affidavits; prepares investigative reports and case records; presents findings in clear, logical, impartial and properly documented reports.
• Assists prosecutors and the OMMA Legal Division in filing charges; appears as a witness in criminal and administrative court proceedings; drafts and service of legal documents for use in criminal and administrative investigations, subpoenas for evidence, search warrants, arrest warrants and affidavits.
• Examines physical security safeguards and accounting procedures of persons registered to manufacture, receive, hold, and dispense medical marijuana.
• Participates in in-service training; studies professional material relating to new investigative procedures and techniques; studies legal materials relating to court rulings and state and federal law; attends training sessions to acquire new skills.
• Operates and monitors electronic surveillance equipment; operates computers and computer software.
• Accompanies and ensures the safety of OMMA inspectors during the inspectors’ assigned job duties.
• Works collaboratively with law enforcement entities, including the Oklahoma Bureau of Narcotics and Dangerous Drugs and other local law enforcement agencies.
• Provides courtroom security for administrative hearings.
• Responds to program-related inquiries from the general public.
• Other duties as assigned.

• Works effectively in a team environment, participating and assisting their peers.
• Participates in the development and evaluation of program objectives and procedures.
• Provide training and technical assistance to internal staff.
