About The Position

We’re recruiting to fill an Agency Procurement & Program Administrator Supervisor role on the Finance & Contracts team within the Office of Behavioral Health (OBH). This position reports to the Contracts & Finance Operations Manager and provides supervision to (5) Agency Procurement & Program Administrators on the team. The position provides leadership, mentoring, and support to its direct reports along with drafting and developing contracts to include completion of all required language, documentation, budget reviews, and works closely with leadership, program managers, finance, and contract management on all procurement related activities. The ideal candidate meets the requirements, has experience in the competency areas below, understands and exercises solid leadership skills, and is a motivated team player who works well independently while also collaborating effectively with others to achieve success.

Requirements

  • An eight (8) year combination of education and/or professional experience in social services to include two (2) years of related program management experience.

Nice To Haves

  • Education, training, and/or applied experience in contract administration, accounting, procurement, project management, financial management, or a closely related field.
  • Ability to analyze, interpret, and present large amounts of data in a clear, accurate, and concise way.
  • Strong leaderships skills including supervising, mentoring, and/or leading staff.

Responsibilities

  • Supervising and mentoring the Agency Procurement & Program Administrators
  • Reporting to and working closely with the Contracts & Finance Operations Manager
  • Working closely with program managers to procure behavioral health services
  • Constructing contracts and monitoring performance
  • Co-leading the annual Contract Allocation Plan, financial planning, contract monitoring, evaluation of substance use disorder and mental health programs and services, and collaborates across OBH, the Department of Health and Human Services (DHHS), and other State Agencies to ensure successful implementation of services.
  • Analyzing the performance of OBH contracts by working with program managers and finance staff, and by running reports to forecast spending projections to assist in making informed allocation decisions.
