The State of Montana has a decentralized human resources (HR) system. Each agency is responsible for its own recruitment and selection. This position provides leadership to a team of six HR professionals. The department’s human resources office partners with leadership to provide innovative strategic programs and administrative processes in support of employees and agency business objectives. This position is both a strategic and hands-on role providing full cycle HR support and services to 600 employees. This position provides HR support to all divisions within the Department of Administration, Montana Lottery, Montana Public Employees Retirement Administration, Teachers’ Retirement System, Montana Tax Appeal Board, and Montana Board of Crime Control. This role is critical in driving HR functional excellence and process improvement and is responsible for co-developing and executing HR initiatives in alignment with department workforce strategies; provides operational HR expertise and solutions with a comprehensive understanding of compensation, talent acquisition, organizational development, labor relations, and relevant labor law; consults and coaches department leaders regarding the impact of their potential decisions on the workforce and managerial effectiveness; and uses knowledge of organizational design and culture to effectively develop and implement changes that increase the efficiency of the agency. The State of Montana is currently undertaking initiatives to centralize procurement, human resources, and information technology functions within the Department of Administration. This position will be integral to the success of these initiatives.
