About The Position

The main purpose of this position is to provide general oversight of financial transactions associated with the administration of the Maryland Department of Health-Behavioral Health Administration and the Substance Abuse and Mental Health Services Administration branch of the U.S. Department of Health and Human Services (SAMHSA). This position will support initiatives funded under the SOR, Mental Health Block Grant and Substance Use Block Grant awards, which are designed to increase and expand access to treatment and recovery support, advance substance use prevention in coordination with other federal efforts and improve retention in care using a chronic care model. This position will help deliver evidence-based treatment interventions that include medications FDA-approved specifically for Opioid Use Disorder (OUD) and psychosocial interventions, design primary and secondary prevention methods and place greater emphasis on peer and other recovery support. This position will also be responsible for oversight and financial management of grant award funds in cooperation with designated BHA program staff to ensure fiscal compliance with the terms of federal and mental health awards. This position will provide daily supervision of Grants Specialists who provide any level of general administrative and/or financial support functions. This position will coordinate and process the awarding of funds to Local Health Departments (LHD) and Core Service Agencies (CSA) and manage ongoing fiscal pre and post award activities in support of each funded jurisdiction or agency. This position will ensure accuracy of data and the timely submission of information to various internal and external units and agencies. This position will also facilitate effective communication between fiscal and program staff within the Behavioral Health Administration and between BHA and Local Addiction Authorities (LAA) and Local Behavioral Health Authorities (LBHA). This position will also assist in reviewing and monitoring project expenditures and submissions, and will assist in monitoring Conditions of Award (COA) in relation to approved budgets.

Requirements

  • Nine years of experience in grant evaluation and monitoring or budget preparation, presentation and execution.
  • Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and five years of experience in grant evaluation and monitoring or budget preparation, presentation and execution for the required experience.
  • Candidates may substitute graduate education from an accredited college or university in accounting, business administration, economics, finance, political science or public administration at a rate of 30 credit hours for five years of the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required experience.
