About The Position

DEP's Office of Labor Relations & Discipline ('LR&D') provides legal guidance to agency managers in matters related to labor law and employee discipline. The unit handles employee grievances, prosecutes disciplinary cases, and works with attorneys at the Mayor's Office of Labor Relations and the NYC Law Department on litigation matters involving the Agency. LR&D also coordinates with the New York City Department of Investigation and the New York City Conflicts of Interest Board on matters within their purview. You will join an energetic team responsible for supporting the DEP's mission and strategic goals. You'll work closely with senior level management, with the goal of resolving disciplinary issues and labor relations matters.

Requirements

  • Graduation from an accredited United States law school as defined in the Rules of the New York Court of Appeals (Sections 520.3 or 520.5) or admission to the New York State Bar.

Responsibilities

  • Assist in the preparation of documents on behalf of the Agency for internal proceedings, as well as in Arbitrations, administrative tribunals, such as the Office of Administrative Trials and Hearings (OATH) and the NYC Civil Service Commission.
  • Perform legal research and analysis involving issues of fact and questions of law. Assist in the preparation of legal opinions, memoranda, correspondence, and other legal documents.
  • Participate in labor-management meetings, assist in the resolution of workplace issues presented by labor leaders, and investigate union grievances or complaints.
  • Provide support to senior attorneys responsible for managing disciplinary cases, contractual grievances, grievance arbitrations and improper practice hearings.
  • May collaborate with attorneys from Mayor's Office of Labor Relations, Law Department, Conflicts Of Interest Board, and Department Of Investigation, in relation to matters within their respective purviews.
  • Confer with technical subject matter specialists and other attorneys, both inside and outside the agency, to further understand effective legal and policy strategies.
