About The Position

The Agency Application Architect will play a key role in communication and facilitation between Program Partners, Vendors, DAFS IT Procurement, and the Office of Information Technology. This position will primarily support MaineIT’s Vendor Management Team. This role involves advanced technical services work, focusing on the architecture of highly complex computer systems. The position is primarily responsible for overseeing vendor-managed applications, ensuring compliance with MaineIT policies, and supporting MaineIT team members.

Requirements

  • Seven (7) years of applications programming and/or analysis experience -OR- a Bachelors Degree in a directly related field and 3 years of applications programming and/or analysis experience -OR- a Masters Degree in directly related field and 1 year of applications programming and/or analysis experience

Responsibilities

  • Procurement Strategy and Planning
  • Provide architectural leadership during procurement planning to ensure proposed solutions align with agency IT strategy, enterprise standards, and statutory requirements
  • Translate business and technical needs into clear, measurable architectural requirements suitable for inclusion in RFPs and SOWs
  • Advise program staff on appropriate solution approaches (build vs. buy vs. integrate) based on cost, risk, sustainability, and long-term support considerations
  • Identify opportunities to standardize technologies and reduce duplication through coordinated procurements
  • RFP Development and Evaluation
  • Develop and review technical sections of RFPs, including architecture, security, integration, scalability, and non-functional requirements
  • Define objective, testable evaluation criteria to assess vendor compliance with architectural standards and agency policies
  • Participate as a technical evaluator, scoring proposals and documenting findings in accordance with procurement rules and audit requirements
  • Identify architectural risks and assumptions in vendor proposals and communicate them clearly to stakeholders
  • Contracts, SOWs, and Amendments
  • Review and contribute to contract and SOW creation, ensuring architectural requirements are enforceable and clearly defined
  • Ensure deliverables, milestones, acceptance criteria, and dependencies are explicitly documented and aligned with approved architecture
  • Support contract amendments through assessment of architectural impacts, scope changes, technical debt implications, and downstream risks
  • Verify proposed contract changes comply with enterprise architecture standards, security controls, and interoperability requirements
  • Vendor and Solution Management
  • Serve as the architectural authority for vendor-delivered solutions throughout the contract lifecycle
  • Review vendor architecture designs, technical specifications, and implementation plans for alignment with contractual obligations
  • Provide guidance and direction to vendors to ensure conformance with agency and enterprise architecture standards
  • Escalate architectural non-compliance or delivery risks to MaineIT management
  • Compliance, Security, and Policy Alignment
  • Ensure procured solutions comply with applicable laws, regulations, and policies (e.g., data privacy, accessibility, records retention, security standards)
  • Collaborate with other MaineIT teams to validate architectural requirements prior to procurement release
  • Incorporate auditability, data governance, and reporting requirements into procurement artifacts
  • Support audits and reviews by providing architectural documentation and decision rationale
  • Documentation & Traceability
  • Maintain clear documentation that supports procurement decisions, contract enforcement, and post-award oversight
  • Ensure traceability between RFP requirements, contract language, architectural designs, and delivered solutions
  • Document architectural decisions, trade-offs, and risk mitigations to support transparency and public accountability
  • Stakeholder Collaboration and Communication
  • Partner with procurement staff, technicians, the PMO, and business stakeholders to ensure shared understanding of technical requirements
  • Communicate complex architectural concepts in clear, non-technical language suitable for procurement and executive audiences
  • Support training and knowledge transfer to internal staff for vendor-delivered solutions
  • Professional Standards and Public Stewardship
  • Exercise fiscal responsibility by promoting cost-effective, sustainable, and maintainable application architectures
  • Act as a steward of public resources by encouraging interoperable, standards-based solutions
  • Uphold ethical standards, procurement integrity, and transparency in all architectural and procurement-related activities
