About The Position

The Affordable Housing Compliance Coordinator position in Maricopa County is responsible for administering federal funding programs aimed at creating new affordable housing units. This role involves project management, compliance oversight, and coordination with multiple agencies to ensure effective implementation of housing projects funded by the American Rescue Plan Act and other sources. The coordinator will manage the loan portfolio, develop monitoring plans, and ensure ongoing compliance with federal regulations.

Requirements

  • One year of experience in contract administration and community development or housing project implementation.
  • Bachelor's degree in public administration, business administration, social services, or a related field.
  • Ability to obtain a valid Arizona driver's license at the time of hire.
  • Ability to obtain and maintain an Arizona Department of Public Safety Level 1 Fingerprint Clearance Card.

Nice To Haves

  • Four years of administrative experience related to federal funding or affordable housing development.
  • Experience with affordable housing development and compliance for HUD-funded programs.
  • Master's degree in public policy, political science, public administration, or a related field.

Responsibilities

  • Coordinate, organize, administer, and audit the development and implementation of affordable housing projects.
  • Establish and implement systems to track and monitor federal grant funds, including compliance and performance metrics.
  • Participate in the design criteria, RFPs, contract negotiations, and development of contract documents.
  • Administer sub-recipient and vendor contracts, including processing reimbursements and monitoring outcomes.
  • Provide technical assistance to partners and ensure compliance with contract deadlines.
  • Serve as the monitoring program lead for affordable housing contracts, including conducting inspections and feasibility tests.
  • Complete expenditure analyses and track program performance, presenting findings to inform decisions.
  • Conduct public policy research and prepare reports and documents for stakeholders.
  • Coordinate planning and performance reporting activities with various agencies and stakeholders.
  • Collect and analyze data to prepare reports for federal agencies and manage close-out documents.
