The purpose of affiliate fiscal monitoring is to determine whether a subrecipient of U.S. Federal funds is complying with applicable grant terms, conditions, and requirements, as well as relevant federal statutes and regulations, including the Uniform Administrative Requirements and Cost Principles for Federal Awards outlined in 2 CFR 200. HIAS is required to conduct site visits to all subrecipients receiving funding from HIAS at least once every three years. For subrecipients receiving multi-year funding or participating in ongoing programming, HIAS must conduct the site visit within the first year of funding. Site visits represent the most comprehensive form of monitoring and involve in-depth review of the subrecipient's compliance and performance. In addition to site visits, HIAS conducts desk reviews. These are limited-scope reviews focused on specific compliance aspects of the subaward or grant. A desk review will be conducted the year following an on-site visit, depending on the subrecipient's annual funding level. Desk reviews will be conducted as standalone assessments or as follow-up reviews addressing observations noted in a prior On-Site Monitoring Report.
