About The Position

This position is located within the Geriatric and Extended Care Service Line at VA Pittsburgh Healthcare System (VAPHS) and reports to the Associate Chief of Staff of the Geriatric and Extended Care Service Line. The incumbent serves as the VAPHS primary point of contact for the State Veterans Home (SVH) Per Diem Program, functions as the Contracting Officer Representative, and acts as a liaison with state home personnel to clarify sharing agreement services and per diem regulations. Responsibilities include the timely processing and reconciliation of all SVH documentation, including daily admissions, discharges, and the accuracy of payment processing actions, and independent fiscal authority to authorize per diem payments for care Veterans receive at the Southwestern Veterans' Center (SWVC).

Requirements

  • Must be a U.S. Citizen.
  • Selective Service Registration is required for males born after 12/31/1959.
  • Must serve a probationary period if required.
  • Subject to background/security investigation.
  • Participation in the seasonal influenza vaccination program is required.
  • Participation in the COVID-19 vaccination program is required.

Nice To Haves

  • Knowledge of financial planning and budget analysis.
  • Experience with project management methodologies.
  • Understanding of the AFGE Master Agreement.

Responsibilities

  • Serve as the primary point of contact for the SVH Per Diem Program.
  • Function as the Contracting Officer Representative.
  • Act as a liaison with state home personnel to clarify sharing agreement services and per diem regulations.
  • Process and reconcile all SVH documentation, including daily admissions and discharges.
  • Authorize per diem payments for care Veterans receive at the SWVC.
  • Ensure compliance and fiscal integrity in the management of resources committed to the SVH program through audits.
  • Conduct and coordinate performance management for staff assigned to the GEC SL.
  • Develop and coordinate the implementation of internal policies and programs.
  • Advise and counsel workers related to work and administrative matters.
  • Develop performance standards for subordinate staff.
  • Provide formal planning direction for the GEC.
  • Catalog and respond to all action items.
  • Research and revise policies and assist with updates to Standard Operating Procedures.
  • Serve as the Records Liaison Officer of the GEC SL.
