The LA County Board of Supervisors recently declared a local state of emergency for homelessness, and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use. The Department of Economic Opportunity is seeking qualified candidates to fill an Administrative Services Manager II vacancy in the department's Policy and Strategy Division. Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment. Before the end of your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%. Those who successfully pass the assessment will be considered for permanent appointment to Administrative Services Manager II.

Requirements

  • A Bachelor's degree from an accredited college or university and three years of experience performing analytical assignments and developing policy recommendations, two years of which must have been at the level of a journey-level analyst or higher, within economic development or workforce development.
  • Five years of experience performing analytical assignments and developing policy recommendations, two years of which must have been at the level of a journey-level analyst or higher, within economic development or workforce development.

  • Journey-level analyst experience performing analytical assignments and developing policy recommendations for economic development or workforce development in a large metropolitan area.
  • Experience coordinating and guiding varied teams across large local government organizations or complex nonprofit agencies.
  • Experience in local policy development, workforce development programs, program development and design policies and strategies.
  • Experience in solving complex problems with attention to both macro-level and micro-level issues.
  • Knowledge of economic development studies and analyses, research methods, and administration and management.
  • Strong written and oral expression.

Responsibilities

  • Manages departmental responses to Board of Supervisors motions impacting the department.
  • Leads and guides departmental teams in developing economic and workforce development programs.
  • Works closely with departmental managers to hone strategy, framework, project plan, and messaging for Board reports.
  • Manages development and implementation of high-priority departmental special projects and policy initiatives.
  • Develops, implements, and monitors work plans to achieve assigned objectives.
  • Plans and conducts highly complex and sensitive research assignments.
  • Compiles information by grouping and categorizing it in meaningful ways.
  • Uses qualitative and quantitative analytical methods to identify and evaluate complex issues.
  • Analyzes operational, financial, program, and other issues and makes recommendations.
  • Prepares a variety of documents often of a highly sensitive nature.
  • Interacts with a variety of individuals on sensitive, contentious, and confidential issues.
  • Monitors processes and programs to ensure they are proceeding as planned.
  • Evaluates the effectiveness of various programs by comparing outcomes to goals.
