About The Position

Serves as the Administrative Project Manager in the QA/Environmental Engineering Unit in the Division of Bridges. Monitor painting operations performed by the contractor and consulting companies to ensure conformance with contract documents, specifications and codes with coating operations. Review construction submittals such as plans, specifications, environmental plans, waste management plans, worker safety plan, field surface preparation and painting plan and paint quality control plan. Perform field visits and inspect project sites to verify compliance with NYCDOT specifications and industrial standards. Prepare recommendations and technical documents. Attend coating and paint-related project progress meetings and technical review meetings. Interact with NYS, NYC, federal, State and local agencies as well as coating manufacturers, inspection firms and firms to ensure compliance in coating operations. Manage the QA/EEU consulting contract for coating inspection services. Prepare proposal, bid documents, internal budget documents, contract documents, analyze and develop capital budgets, develop time schedules, check and affirm payments and commitment plans. Manages the coating inspection contract, consultant and personnel in performance of coating inspections. Attend meetings with consultants. Ensure protective coatings and paints on various surfaces meet project specifications, industry standards, and safety regulations. Act as a quality assurance professional to prevent corrosion and ensure the longevity of structures. Make sure and enforce that all work is done according to the NYCDOT, NACE, SSPC, OSHA, ASTM, NYSDEC, NYCDEP contract specifications and codes. Provide oversight during lead paint and coating removal projects to ensure compliance with NYCDOT specifications, industrial standards and federal, State and local regulations. Oversee hazardous waste management, lead protection and safety and environmental compliance. Reports to the Director of Environmental Engineering. Provide weekly updates, develop technical reports, and attend regular meetings to review project status, issues and other coating related issues as required by the unit.

Requirements

  • Candidate MUST be serving permanently in the title, or be reachable on the open-competitive list.
  • 1. A baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity; or 2. A four year high school diploma or its educational equivalent and nine years of experience as described in "1" above; two years of which must have been in an administrative, managerial, executive or supervisory capacity; or 3. Education and/or experience equivalent to "1" or "2" above. An accredited Master's degree in one of the disciplines described in "1" above, a law degree, or a valid New York State license as a Professional Engineer or Registered Architect or Landscape Architect may be substituted for one year of the required experience. However, all candidates must have the two years of the administrative, managerial, executive or supervisory experience as described in "1" above.

Nice To Haves

  • Working knowledge of Adobe Acrobat, Microsoft Windows, Microsoft Word, and Microsoft Excel.
  • Have a valid drivers license.
  • NACE/SSPC Painting Inspector Level II or III.
  • SSPC C3/C5 certification.
  • OSHA 40 Hour HAZWOPER a plus.
  • Proficient with NYSDOT and NYCDOT Specifications, OSHA, MURK, EPA and DEP specifications, MUTCD, SSPC and NACE Painting Specifications.
