About The Position

The Nebraska Department of Health and Human Services (DHHS), in partnership with the Division of Public Health and the Office of Emergency Health Systems (OEHS), is seeking a motivated Administrative Programs Officer I to support a wide range of technical, administrative, and business management functions. In this role, you’ll collaborate with emergency health professionals and stakeholders statewide to help drive program success through coordination, communication, and analytical support. Requirements

  • Associate degree in public or business administration, accounting, or any discipline related to the work assigned.
  • One year of experience in administrative, business management or technical support work including collecting and interpreting statistical, financial, program, or administrative data; or interpreting laws, rules, regulations, and processes.
  • Experience may substitute for education on a year-for-year basis.
  • Understanding of public administration, budgeting, procurement, and performance tracking.
  • Strong written and verbal communication skills, with the ability to explain complex concepts to diverse audiences.
  • Skilled in using data to support decision-making and reporting.
  • Proven ability to organize work, set priorities, and meet deadlines with limited supervision.
  • Comfortable working with confidential or sensitive information in a professional manner.

Nice To Haves

  • 2 years of experience in program planning, implementation, and evaluation.
  • 2 years of experience supporting or managing program budgets or financial tracking.
  • Proficient in Adobe Acrobat Pro (including custom form creation), and Microsoft Office Suite (Word, Excel, Outlook).

Responsibilities

  • Coordinating delivery of information (e.g., newsletters, social media, reports) to EMS providers, hospitals, agencies, and the public.
  • Manage OEHS website content.
  • Administering and managing REDCap surveys and reports to support program evaluation.
  • Monitoring and improving financial processes; assisting with budget planning and reconciliation.
  • Drafting contracts and ensuring deliverables and payment timelines are clearly defined.
  • Assisting with the writing and coordination of grant applications and funding proposals.
  • Supporting the management of program advisory boards and public meetings.
  • Tracking inventory, managing equipment and vehicle records, and ensuring compliance with retention policies.
  • Assisting in performance measurement reporting, RFP/RFQ development, and regulatory updates.
  • Assist with EMS Licensing needs.
