About The Position

The Administrative Manager administers all Human Resources functions and administrative operations for the Utilities Department including recruitment, personnel actions, job classifications, employee pay, performance management, training, benefits, records management, purchasing, and customer service. This position works closely with management and assists the Utilities department on special projects as assigned.

Requirements

  • Bachelor's Degree required (BA/BS)
  • Minimum of three (3) years relevant work experience
  • A combination of education and pertinent experience may be considered
  • A valid driver's license is required. Successful out of state candidates must be able to obtain a valid Texas driver's license within 90 days of hire
  • Position requires the ability to solve problems using logic, reasoning and sensible risk
  • Must understand policies, procedures, city ordinances, state laws and municipal codes

Responsibilities

  • Oversee administrative operations and recruitment activities for the Utilities department and serve as the designated liaison between the Utilities department and Human Resources.
  • Assist hiring managers with the recruitment process and duties such as create hiring requisitions, screen referred applicants for interview and selection, develop interview questions and panel selections, complete reference checks, recommend and prepare offers, and prepare all required documentation for completion of new hires and promotions.
  • Directly supervise administrative, dispatch and custodial staff.
  • Oversee purchasing, accounts payable, records retention, and all administrative support functions for the department.
  • Ensure the department maintains compliance with all City policies and procedures.
  • Exercise full level of supervision functions over assigned staff to include hiring, reviewing work assignments, training, performance evaluations, counseling and discipline, pay increases, and all other supervisory functions needed.
  • Provide advisory services to management ranging from Foreman to Director level within the department on human resource procedures. Will address issues such as recruitment strategies, organizational structuring, position management, classification and compensation issues, discipline, performance management, impact and implementation of employment law and City policies, budgetary allocations and City employee rights and responsibilities.
  • Assist all departmental non-supervisory workforce regarding pay, grievances, leave and payroll issues, FMLA, Workers Comp, promotion opportunities/requirements, education/training and all other employment matters.
  • Conduct fact finding investigations regarding policy/procedure violations and prepare reports for disciplinary action.
  • Responsible for overall department training to include periodic and recurring requirements such as Essential Services, Waiver Requests, Performance Management, etc.
  • May be asked to perform other duties as assigned.
