About The Position

The Chief Administrative Manager (CAM) at Elite Business Resources, LLC is responsible for the strategic leadership and administrative management of water supply, treatment, and waste management systems. This senior executive role involves collaboration with public officials and regulatory bodies to ensure efficient, sustainable, and compliant operations of water and waste services. The CAM will engage in long-term planning, budgeting, and policy development to support operational excellence and environmental stewardship.

Requirements

  • Bachelor's degree in Public Administration, Environmental Science, Engineering, Business Management, or a related field preferred.
  • Minimum of 5 years of progressive experience in public utilities, water and waste management, or a related sector.
  • Strong knowledge of water supply, wastewater treatment, and waste management systems, including regulatory frameworks and industry standards.
  • Proven experience in managing large budgets, operational planning, and staff development in a public utility or municipal environment.
  • Demonstrated ability to work with regulatory bodies, government officials, and stakeholders on complex issues related to water and waste management.
  • Excellent leadership, strategic thinking, and decision-making skills.
  • Ability to communicate complex technical and policy issues effectively to diverse audiences, including the public and elected officials.
  • Strong financial acumen with experience in overseeing budgets, resource allocation, and financial reporting.

Responsibilities

  • Lead and oversee all administrative operations related to water distribution, wastewater collection, and waste management systems.
  • Develop and implement strategies to ensure safe, reliable, and efficient water and waste services, aligned with regulatory requirements and environmental sustainability goals.
  • Collaborate with city officials, regulatory agencies, and stakeholders to maintain compliance with local, state, and federal regulations for water and waste services.
  • Provide leadership in emergency response planning and crisis management for events impacting water and waste systems, such as natural disasters or infrastructure failures.
  • Manage budget planning, financial oversight, and resource allocation for all water and waste management activities.
  • Establish performance benchmarks and ensure consistent monitoring of water treatment plants, wastewater systems, and waste disposal facilities.
  • Lead policy development and make recommendations for improvements in service delivery, sustainability initiatives, and regulatory compliance.
  • Supervise and mentor senior staff, including department heads, engineers, and operations managers, ensuring professional development and effective team collaboration.
  • Direct public communications related to water and waste services, including rate adjustments, service updates, and conservation initiatives.
  • Serve as the primary liaison between the water and waste management departments and governing bodies, ensuring transparency and alignment with broader organizational goals.
  • Promote innovation and the adoption of new technologies to improve the efficiency and environmental performance of water and waste management systems.
  • Oversee contract negotiations, vendor management, and procurement activities to ensure cost-effective service delivery.
