About The Position

The Administrative Manager 11, ISD (Environmental Initiatives) position is responsible for managing a division within the Internal Services Department of Los Angeles County, focusing on environmental initiatives, particularly greenhouse gas (GHG) emissions reduction. The role involves overseeing the development of the Municipal Climate Action Plan, coordinating with various departments to gather necessary data, and implementing strategies for cost-efficient GHG reduction. The manager will also be involved in securing funding through grants and partnerships, directing budgetary and administrative functions, and ensuring effective collaboration across departments.

Requirements

  • Five years' experience in an organization working on the development and implementation of at least two energy, environmental, and/or climate projects or programs in a large public agency, large corporation, or a company providing these programs on behalf of a large public agency or large corporation.
  • Experience must include directing the budget, personnel, fiscal, and other administrative functions.
  • Experience must include successfully applying for and managing a state or federal grant in energy efficiency, renewable energy, or clean transportation valued at least $25 million, or managing the execution of projects in energy efficiency, renewable energy, or clean transportation valued at least $100 million.
  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed.

Responsibilities

  • Oversees the work of the County's Greenhouse Gas (GHG) inventory and development of the Municipal Climate Action Plan.
  • Coordinates with all departments to obtain data necessary for accurate analysis to identify progress and opportunities for GHG emissions reduction.
  • Coordinates work across all County departments including the Chief Sustainability Office to reduce Scope 1, 2, and 3 GHG emissions.
  • Develops strategies and identifies best practices for cost-efficient GHG reduction.
  • Identifies and develops sources of capital including state and federal grants, utility incentives, and public-private partnerships for GHG reduction implementation.
  • Develops and implements Master Agreements and Contracts for GHG reduction projects.
  • Coordinates with state agencies on GHG emissions analysis.
  • Prepares and submits applications for state or federal grants or utility incentives to meet energy and climate goals.
  • Plans, assigns, directs, and evaluates the work of a particular area.
  • Proposes resolutions to policy issues and problems as they arise.
  • Directs the preparation of special projects and reports.
  • Directs the budget and other reports for the Division.
  • Monitors efficiency and effectiveness, makes recommendations for solutions, and implements approved recommendations.
  • Advises top departmental management on problems, makes recommendations for solutions, and implements approved recommendations.
  • Ensures that work produced is coordinated with other areas of the department and with other departments.
  • Maintains effective relations with other departments, agencies, and the public.
