Ensures that policies/procedures of the institution are communicated to personnel formally and informally by written and/or verbal means. ·Develops and provides formal and informal education on administrative, quality, and operational requirements to faculty and departmental staff. ·Oversees the effective management of resources. Manages departmental agreements and contracts and makes recommendations as needed. ·Directs the organization of the department programs and other special departmental events. ·Serves as consultant and participates actively on divisional and institutional committees. ·Oversees appropriate departmental and institutional continuing education programs. ·Provides administrative management and oversight of department operations of sections or programs, as assigned. Financial Operations Management ·Serves as the department designated liaison to DoIM Shared Services for Finance and Research. Assists with budgetary decisions for the department. ·Plans, recommends, and monitors expenditures to ensure the cost-effective allocation of funds. ·Responsible for the oversight of departmental proposals, grants, contracts, philanthropy, progress reports, and correspondence. ·Ensures that strategic and tactical plans for ongoing funding to supplement research and grant activities are developed and executed effectively and efficiently. ·Provides oversight to the overall business activities for the department. ·Responsible for directing and managing all budgetary & financial activities for operating and non-operating budgets, variance analysis, reporting, and monitoring expenses to ensure compliance. ·Plan and conduct analysis to determine the delineation of spending patterns/variances in identifying budget requests/changes. Provide recommendations for actions as a result of deficits. ·Prepares, justifies, and administers departmental and programmatic area budgets. Ensures all budgets are within institutional guidelines and in accordance with strategic plans. ·Evaluates expenditures to ensure all funds are utilized appropriately and effectively per institutional and regulatory guidelines. In conjunction with the DoIM Finance Team: ·Develop the annual operating budget with department leadership (revenue, expense, faculty/personnel) and utilize divisional templates ·Provide updates/resolve discrepancies ·Direct the generation, analysis, and communication of financial reports (operating statement, professional activity, free balance) ·Manage expense and revenue activity for all department funds, including salary and fringe accounts ·Direct monthly reconciliations of statistical sample expense, EPIC-to-GL revenue, and personnel expense ·Assist in the development of Faculty/APP Activity Targets, communicating monthly status to each faculty and APP management ·Distribute Faculty Salary Increases and Faculty Recognition Program awards for the Chair and Department Administrator ·Oversee maintenance of Chartfield Attribute Tool (CAT) ·Educate and inform faculty and staff of financial requirements/processes for different funding sources, i.e. PRS, NCAP, M & O, Endowments, Philanthropy, Grants, Contracts ·Recommend department policy and updates for any and all aspects of fiscal operations ·Oversee the inpatient/outpatient charge capture reconciliation process In conjunction with the DoIM Research Shared Services Teams (Grants and Clinical Research): ·Direct and monitor the pre-award and post-award process for basic science grants and clinical trial awards ·In conjunction with the Department Administrator and Chair, direct the department’s clinical research pre-award budget development and contract negotiation process. ·Direct salary and effort allocation of research support staff funded on clinical trials, recommend funding changes, and oversee personnel change transactions (ePAFs). ·Assist with quarterly effort certification for all clinical and research faculty and APPs ·Direct financial reporting of the Bone Disease Program of Texas, which includes monthly financial reports, endowment compliance, billing for service center revenue in the Bone Histomorphometry Core Lab (BHCL), assessment of the BHCL fee schedule, and preparation of the annual service center review. ·Monitor the Samaan and Hanger Endowments for compliance and advise the stewards ·Monitor ATC Multidisciplinary Research Fund ·Advise faculty stewards on the appropriate uses of philanthropic and other designated funds Program/Project Management ·Directs facets of human resource management within the department, including recruitment, selection, credentialing and performance of classified staff. ·Assists with requests incremental positions using approved processes with well-developed, thoughtful, data-driven justifications. ·Coaches and counsel employees, and when required, implements the disciplinary process within institutional guidelines. ·In consultation with the Department Administrator, executes personnel actions including hiring, merit increases, terminations, promotions and reclassifications and funding changes. · Assist with program analysis, planning, and development by providing information and reports from various institutional databases, e.g. GL, OBIEE, EPIC, Web Intelligence, SAP BI, Microsoft Power BI, SmartView, Peoplesoft, etc. ·Direct and assist with compiling department access metrics, drafting parts of position justifications, and analyzing EPIC reports for faculty and APP management as requested ·Identifies potentially qualified applicants for administrative positions. Conducts interviews and makes hiring recommendations. Oversees Graduate Medical Education and Trainee Programs: 6 Rotating Fellowships, MDA Oncologic Endocrinology Fellowship, DoIM IM Residents, and Clinical/Research Trainees Assist to identify the appropriate roles for requested trainees ·Assist with Space Surveys and other routine MDA reporting requirements. ·Oversee Department's annual physical inventory in accordance with the guidelines provided by Property Control to ensure the required inventory lists are accurate, reconciled as required, and entered into the Department’s database. · Conducts educational activities for department personnel. · Direct and counsel faculty members on a wide range of issues. Participates in and/or manages other projects, as assigned.

Requirements

  • Bachelor's Degree Management or related field.
  • 5 years Section or department management experience or project management experience.
  • May substitute required education degree with additional years of equivalent experience on a one to one basis.
  • Successful completion of the LEADing Self Accelerate and/or LEADing Self Discover programs may substitute for one year of required supervisory or management experience.
  • Completion of both programs can be substituted for a maximum of two years of supervisory or management experience.
  • Must pass pre-employment skills test as required and administered by Human Resources.
