About The Position

This position works directly with the Center Manager, assisting with all administrative aspects of the Chipola Forestry Center operations. The role involves research and analysis of data, preparation of detailed written reports, and making recommendations and decisions based on available data. The individual must be knowledgeable in Florida Forest Service and Department of Agriculture policy and procedure to provide assistance and guidance. The work is often confidential and includes assisting the Center Manager with research, development, and implementation of collective bargaining issues.

Requirements

  • A high school diploma or its equivalent and five (5) years of administrative or clerical experience; or
  • An equivalent combination of education and experience which equals five (5) years can substitute for the above requirements; or
  • A bachelor's degree from an accredited college or university and one (1) year of administrative experience; or
  • A master's degree from an accredited college or university can substitute for the required experience.
  • Possession of a valid class E driver license.
  • Occasional to moderate travel required.
  • Ability to respond to emergencies, including natural disasters or other type incidents requiring travel, as needed.
  • Successful applicant must pass a background screening, including fingerprinting, as a condition of employment.

Responsibilities

  • Work directly with the Center Manager assisting with all administrative aspects of the Chipola Forestry Center operations.
  • Research and analyze data and prepare detailed written reports, both independently and collectively with other Center staff.
  • Make recommendations and independently make decisions based on available data.
  • Be knowledgeable in Florida Forest Service and Department of Agriculture policy and procedure and possess the ability to provide assistance and guidance when necessary.
  • Handle work of a confidential nature.
  • Assist the Center Manager with the research, development and implementation of subject matters relating to collective bargaining issues.
  • Direct personnel management for the Chipola Forestry Center.
  • Interpret personnel policy and communicate directions to assist supervisors in carrying out all personnel procedures.
  • Oversee Center-wide recruitment employee selection process, training, and assisting supervisors.
  • Prepare vacancy announcements.
  • Respond to employment inquires from the public.
  • Coordinate preparation and approval of position selection modules.
  • Review recommended candidate packages with supervisors analyzing employment histories, references, etc., of all applicants.
  • Prepare final employment packages and coordinate submittal, changes, etc., with Deputy Chief and Tallahassee personnel office liaison.
  • Sign up new employees.
  • Follow up with supervisors to ensure completion of all orientation/training requirements.
  • Monitor compliance with annual physical fitness and medical testing requirements.
  • Establish/maintain all current and terminated employee personnel files and documentation including initial employment and insurance paperwork, selection modules, status changes, separation records, retirement papers, disciplinary records, performance reviews, correspondence, commendations, etc.
  • Coordinate the performance appraisals system at the Center.
  • Coordinate timely and thorough completion of employee performance reviews and plans.
  • Coordinate all status changes with individual employees and/or supervisors as requested.
  • Promptly notify department personnel office, through division liaison, of all significant employee changes.
  • Maintain separate, secure, confidential files for all medical records.
  • Coordinate revisions, approval, and accurate databases of current position descriptions for all Center employees.
  • Handle the coordination and scheduling of districts’ LifeScan program.
  • Direct and perform routine and special projects and assignments, such as timely response to department/division requests for information and/or data.
  • Collect and analyze data; formulate reports which recommend solutions and procedural actions; prepare memos, written drafts, and correspondence.
  • Take phone calls for Center Manager, researching and responding to public inquiries in his absence.
  • Assist Center Manager and Field Operations Deputy Chief in personnel matters and communications that require confidentiality.
  • Process all time and attendance reports for the Chipola Forestry Center.
  • Maintain leave balance records.
  • Track random and pre-employment drug and alcohol testing for Center employees.
  • Perform other related work as assigned, which may include the handling of revenue.
