The Behavioral Health (BH) Administrative Analyst Senior - LDA role is a key, limited-duration position, offering high-level administrative support and strategic advice to the BH Division Director and Deputy Director. This position includes overseeing the administrative support team and carefully managing various division-wide programs and projects. Key responsibilities involve coordinating the administrative rollout of organizational changes, helping to guide complex budget and financial activities, managing essential facilities and equipment, and ensuring compliance with legal requirements and internal guidelines. In addition to operational duties, the Analyst Senior plays an active part in fostering the Division's organizational culture, working to create an inclusive and fair work environment, and encouraging cultural sensitivity in all operations to best serve the Division's diverse community. As the Administrative Analyst Senior - LDA other duties Include: Supervise Administrative Team Provide day to day supervision and oversight of activities for the Behavioral Health Division administrative support program, including general administrative support and reception functions for the Division in coordination with other divisions and departments, providing advanced administrative support. Functions including labor compliance, contract coordination, project management, emergency management planning and response, executive level support, and public meeting support and coordination. Assist in and support recruitment, hiring and training activities for the division; monitor personnel and related staff-based activities; research, prepare, draft, and edit disciplinary actions and investigations findings; review, analyze and serve as division contact for grievance and collective bargaining issues and information; contribute to performance reviews, work plans, and career development and goal setting. Plan, prioritize, assign, supervise, and review work for staff, providing direction, best practices and customer service-based solutions. Program Management Regularly evaluate operations, and develop, revise, and implement process improvements for this administrative team and the division, as requested. Assist in development and administration of program budget. Support communication, change management, and implementation of division, department, and County Mission, Vision and Values. Analyze and review division, department and county rules, procedures and labor contracts to help direct others and to ensure compliance. Project Management By request of the Director or Deputy Director, provide day-to-day supervision of activities for programs or one-time projects. This requires the need to plan, prioritize, assign, supervise and review the work and work processes. Provide strategic analysis and management support of the systems change and cultural change processes across the division. Provide project management support to division wide initiatives, which include tracking assigned work, ensure accountability for outcomes and conduct, and track evaluation and analysis of projects to ensure they achieve intended goals. Serve as a liaison to consultants engaged by the division to perform work, including tracking and monitoring expenses, contract management and contract procurement.

  • Equivalent to a Bachelor's Degree from an accredited college or university with major course work in public administration, business, statistics/math or a related field
  • Three (3) to Six (6) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 7-10 years of qualifying training and/or experience).
  • Ability to apply an equity, intersectional and anti-racist lens.
  • Ability to identify barriers in the continuum of behavioral Health Services systems and to work collaboratively to disrupt oppressive systems.
  • Ability to exercise good judgment, diplomacy, and tact in dealing with sensitive, complex, confidential information and situations, in addition to acting professionally, and emphatically, with individuals, internal/external partners and communities.
  • Ability to evaluate operations, and develop, revise, and implement process improvements for this administrative team and the division.
  • Ability to understand, analyze, and think critically about budget, and budget processes.
  • Ability to plan and implement project plans in the interest of division wide interest.
