About The Position

Serve as member of the district executive team and as the district's lead financial officer. Direct the operations of assigned sections within the functional areas of Accounting, Inventory Management, Information Technology, Records Management, Budgeting, Telecommunications, Facilities, and Security. Partner with Central Office Procurement to ensure the district operations are in compliance. How you will contribute: Administer District Procurement, Fixed Asset Inventory and IMS Programs: Promote the achievement of diversity in procurement practices. Ensure updates to fixed assets, road inventory, and leased equipment are recorded accurately as they occur in the fiscal year. Ensure annual district wide IMS compliance reviews and summary reports for each location are completed timely. Advise and Support District Managers: Provide advisory and consulting services to the District Administrator and other district managers on financial management, administrative and business matters. Financial Management: Develop and oversee district's financial program. Ensure adequate funding and resources are available to support district's needs by providing guidance in developing administrative budgets. Support administration of budgets for maintenance, construction, environmental, planning, physical plant, equipment, information technology, and capital outlay. Ensure District Administrator is informed of budget related issues. Conduct budget reviews with Residencies, Sections and District leadership team. Partner with Assurance and Compliance Office regarding risk and audit findings. Lead district's business functions to meet established administrative targets on VDOT's dashboard. Oversee Business Operations: Support the district's maintenance and construction programs by providing leadership in improving business practices and maximizing resources throughout VDOT. Direct the development of business plans for each area of responsibility to include performance deliverables, deadlines, monitoring and processes in Fiscal, Procurement, Facility Management, Inventory Management, Technology Resource Management, Technology Resources Management and Security. Ensure district is in compliance with Prompt Pay Act and SWaM provisions.

Requirements

  • Ability to build collaborative relationships and gain consensus from diverse groups.
  • Ability to communicate clearly and articulate both orally and in writing with diverse audiences and to make presentations and conduct meetings.
  • Experience applying independent judgment in the interpretation, analysis of rules, regulations, policies and procedures.
  • Experience developing, implementing organizational processes for effectively managing finances and maximizing the use of available funds.
  • Managerial level experience applying human resource, performance management, principles and policies.
  • Managerial level experience applying knowledge of organizational functions related to info technology, funding, general administration, planning, development and evaluation.
  • Managerial level experience in budget administration, procurement, inventory management, security management, financial management, related state, federal policies and procedures.
  • Skill in the use of computers and web-based applications to include automated financial software programs.

Nice To Haves

  • A combination of training, experience, or education in Business Administration or related field desired.
  • Progressively responsible experience in the management of a diverse financial and business program to include supervising managerial, professional, and technical staff members.
