About The Position

This position provides senior acquisition and program management support to the Deliberate and Crisis Action Planning and Execution System (DCAPES) Program Management Office (PMO). The successful candidate provides expertise in preparing, developing, analyzing, and assisting the Government in completing program managed documents, events, and activities in accordance with (IAW) the principles, criteria, and procedures of the Adaptive Acquisition Framework, and applicable DOD, Air Force and Air Force Material Command instructions, regulations, memorandums, and guidance documents for acquisitions programs.

Requirements

  • Knowledge and expertise with acquisition guidance and directives with emphasis on the Government’s Software Acquisition Pathway (SWP).
  • Experience with performing “headquarters” staff level work.
  • Knowledge and experience formulating and enforcing work standards, assigning work schedules, and communicating organizational policies, purposes, and goals to team members.
  • Knowledge of how to diagnose problems, think critically, organize information, and develop optimal solutions for complex issues.
  • Bachelor's degree in business management, information technology or related fields of study.
  • Existing or ability to obtain a Secret Security clearance.
  • Minimum of 5 years’ experience supporting government acquisition management.
  • Must be a U.S. Citizen
  • Excellent oral, written, and communication in English. Must be able to work in a team environment with members that include personnel from other companies, Government program management and administrative personnel, and technical staff members. Must be able to perform with minimal management oversight and have strong time management skills.

Responsibilities

  • Provide expertise ensuring all applicable statutory and regulatory guidance has been addressed in required program acquisition documentation. Examples include having a thorough knowledge of the relevant acquisition guidance and tools such as the Defense Acquisition Guidebook (DAG), Defense Acquisition University (DAU), and Adaptive Acquisition Framework Document Identification Tool (AAFDID).
  • Provide expert knowledge of all acquisition category program requirements, reviews, and associated documentation requirements.
  • Monitor and interpret directives, instructions, policy memorandums, regulations, and statutory requirements to ensure program office and system compliance and provide recommendations as necessary.
  • Provide expert knowledge in support of all program-specific management activities to include support to the Capability Delivery Manager (CDM)/CDT in meetings and conferences as requested. Prepare and deliver meeting minutes, program briefings, and other special interest activities when requested.
  • Assist the CDT with on-going program management, project management, or acquisition management tasks as assigned to include supporting source selection activities, producing Government schedules, reports, briefings, and other essential information. Attend meetings, reviews, and working groups and participate in Integrated Product Teams (IPTs).
  • Assist in development of documentation to support program events, assessments, reviews, (e.g., IPT Reviews, Customer Reviews / Functional Requirements Boards (FRB's), Release Boards).
  • Maintain data entry/maintenance of acquisition program-specific information in status reporting systems such as Information Technology Investment Portfolio System (ITIPS), Program Data Alignment Application (PDAA), Defense Acquisition Visibility Environment (DAVE), Project Management Resource Tools (PMRT) or other systems as directed.
  • Provide briefings, white papers, and inputs to management plans, agreements and business continuity plans as required.
  • Assist with the Government’s oversight of the developer in reviewing performance against the schedule and individual tasks on the schedule
  • Provide professional inputs and/or direct support to data collection, analysis and reporting to include budgetary, cost, program performance, risk management, configuration management, acquisition document preparation/maintenance, and schedule management.
  • Research, create, prepare, analyze, deliver, and manage mandated acquisition and program documents.
  • Perform document reviews and analysis.
  • Assist in the formulation and definition of systems scope and objectives based on user needs, a thorough understanding of assigned systems, and DoD and industry standards.
