Vista Innovative Solutions, LLC (VIS) is seeking a Acquisition Program Manager to support our ongoing mission at Ft. Sam Houston in San Antonio, TX. The Acquisition Program Manager will have the following responsibilities: The employee shall be responsible for providing program management expertise to support day to day operations within the Bioeffect Division portfolio, to include applying acquisition and program management principles, and expertise to guide program and project accomplishment through the various phases of the research acquisition lifecycle. The employee shall follow in-place and help develop administrative and monitoring support tools as required to perform daily operations associated with establishment, maintenance and oversight of research projects. The employee shall participate and assist with guidance in the development of strategic and tactical acquisition planning, by defining the scope, cost, schedule, and performance parameters necessary to successfully complete projects within the Bioeffects Division. The employee shall demonstrate capability to collect, analyze and appraise acquisition data required to draw conclusions, and work with the project/program managers to devise solutions to problems relating to improvement of acquisition effectiveness and compliance.

  • Provide program management expertise to support day to day operations within the Bioeffect Division portfolio.
  • Apply acquisition and program management principles to guide program and project accomplishment through the various phases of the research acquisition lifecycle.
  • Develop administrative and monitoring support tools for daily operations associated with research projects.
  • Assist in the development of strategic and tactical acquisition planning by defining scope, cost, schedule, and performance parameters.
  • Collect, analyze, and appraise acquisition data to draw conclusions and devise solutions to improve acquisition effectiveness and compliance.
  • Possess at least a bachelor's degree.
  • Have a minimum Acquisition Professional Development Program (APDP) Level I certification in Program Management or a Program Management Professional (PgMP) certificate.
  • Currently possess a Secret Clearance.
  • Have at least three (3) years demonstrated experience working as a Program Manager in a military environment.
  • Have recent and relevant experience within the past 5 years in Program Management, including acquisition and program management principles.
  • Experience reviewing cost, schedule, and activity reports on projects, as well as performing cost, schedule and performance analysis.
  • Ability to obtain a Secret Clearance.
  • Experienced using CCaR.
