About The Position

The position involves managing and directing the daily execution of contract requirements to ensure that cost, schedules, and performance goals are met. The role requires leading all meetings and the integrated product team throughout the product life cycle, providing communication and coordination with both internal and external customers. The individual will represent management at program reviews, meetings, and seminars, and will prepare for and participate in contract and subcontract negotiations while adhering to government regulatory guidance. Responsibilities also include allocating and controlling contract budgets, reporting program status to senior management, and formally identifying, assessing, monitoring, and mitigating risks throughout the program life cycle. The candidate will develop and implement corrective action plans when deviations from budgets or schedules occur and perform variance analysis of schedule and cost, presenting findings to senior management. The role requires effective inventory management, managing Internal Research and Development projects, and ensuring timely closeout of completed programs. The candidate should understand and develop leading versus lagging indicators, program planning principles, lean and process improvement principles, and cash flow management principles. Additionally, the individual will support and communicate the mission, values, and culture of the organization.

Requirements

  • Minimum 8 years' of experience required
  • Knowledge of program management tools and procedures
  • Solid leadership and management skills, particularly 'influence management' and 'conflict resolution'
  • Experience throughout the program lifecycle from development through sustainment
  • Experience with earned value cost accounting and reporting
  • Experience in finance, contracting, export regulations, engineering, logistics, manufacturing and supply chain management
  • Excellent customer interface skills
  • Solid problem-solving skills
  • Excellent presentation skills
  • Demonstrated success in managing manpower planning, project reviews, scheduling and budget control
  • Successful track record in managing complex aerospace/defense programs
  • Excellent leadership and oral and written communication skills
  • Must have a portfolio of programs in which financial objectives were achieved
  • Proficient knowledge of FAR, DFAR, DOORS, RFPs, CDLRs, SOWs, CBAs & ICDs, Information Assurance, PPPs, DoDI 5000.02

  • Program Management certifications preferred (i.e. PMP or DAU level 3)

Responsibilities

  • Lead all meetings and the integrated product team (life cycle)
  • Provide interface, communication and coordination with internal and external customers
  • Represent management at program reviews, meetings, seminars, etc.
  • Prepare for and participate in contract/subcontract negotiations while representing Company's interests
  • Allocate and control contract budgets for labor, material, travel and purchased services
  • Report program status to senior management monthly
  • Formally identify, assess, monitor and mitigate risk throughout the program life cycle
  • Develop and implement corrective action plans when deviations from budgets and/or schedules are evident
  • Perform variance analysis of schedule and cost on a formal and informal basis and present them to senior management
  • Work with/consult with contracts Administration on issues pertaining to contract requirements, changes, and interpretations
  • Assure that conduct of contract requirements is executed in accordance with appropriate regulations and Company policies and procedures
  • Provide leadership to program team and resolve areas of conflict
  • Manage inventory effectively
  • Manage Internal Research and Development projects
  • Assure a timely closeout of completed programs
  • Understand and develop leading versus lagging indicators
  • Develop and execute program corrective action strategies
