About The Position

VISTA Technology Services, Inc. (VISTA) is currently seeking an Acquisition Program Analyst to support our NAVSEA customer. This is a hybrid position reporting onsite 3 days a week in Crystal City, VA. Responsibilities: The Acquisition Program Analyst will engage with Navy leadership and other stakeholders and provide acquisition program management support to a NAVSEA Program Office. The successful candidate will be a self-starter who can provide a quick turn-around with research and responses to data calls. Prepare presentations, facilitate brief updates, track, analyze and manage incoming and outgoing actions items Provide support with acquisition milestone and acquisition planning documentation development, program schedule development, and program execution monitoring and reporting Support Navy processes and provide brief updates in support of the Program Objective Memorandum (POM), Program Readiness Reviews (PRR), and congressional requests Demonstrate knowledge of Navy budget exhibits, funding trackers, task planning, and an understanding of the Planning, Programming, Budgeting, and Execution (PPBE) process Basic Qualifications: Master’s Degree OR Bachelor’s Degree in a relevant field AND 5+ years of DoD Acquisition Category (ACAT) IC, ACAT II, and non-ACAT/ lower ACAT component program experience OR an Associates’ Degree AND 10+ years of DoD Acquisition Category (ACAT) IC, ACAT II, and non-ACAT/ lower ACAT component program experience Experience developing executive and working level presentations, facilitate brief updates, tracking and contributing to effective analysis and management of incoming and outgoing actions items assigned Experience with acquisition milestone and acquisition planning documentation development, program schedule development, program execution monitoring and reporting Experience supporting Navy processes and brief updates including POM, Program Readiness Reviews (PRR), and congressional requests Knowledge of Adaptive Acquisition Framework (AAF) Pathways, e.g., Major Capability Acquisition Pathway Knowledge of Navy Budget Exhibits, funding trackers, and task planning Knowledge of applicable Program Reporting requirements, including Defense Acquisition Executive Summary (DAES), DoN Gate Review, Congressional reporting, etc. Understanding of the Navy's PPBE process Comfortable engaging with stakeholders Strong analytical, problem-solving, research, attention to detail and organizational skills Proficiency with Microsoft Office 365 Suite applications (Word, Excel, PowerPoint, MS Teams, etc.) and SharePoint Active DoD Secret Clearance Desired Qualifications : Knowledge of International Agreements Knowledge of Acquisition Management System (AMS) Knowledge of Federal or DoD contract management policies, regulations, and guidance Salary at VISTA is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $125,000.00 to $145,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of VISTA's total compensation package for employees. Requirements
