Assists the Real Property Division Director with the daily management of the Acquisition Team. Oversees general administrative, business and project delivery while managing, supervising, and coordinating the day-to-day acquisition operations in support of County projects and programs. Readily identifies obstacles to performance and proactively identifies and implements solutions with minimal guidance. Assists with identifying and implementing metrics to track division acquisition performance and makes recommendations on areas to sustain and improve. Directly engages with senior County, Precinct, and Department officials. Responsible for delivering and managing real estate purchases within the applicable scope and schedule on behalf of the department. Prepares and reports statuses of projects, costs, and schedules. Identifies and resolves issues that may impact other areas of work. Coordinates real estate activities with other divisions and departments.

  • Coordinates activities, daily management, and project delivery in the acquisition Team of the division, through actively identifying and resolving challenges, and engaging with internal and external stakeholders.
  • Promotes project controls, tracking, and enhanced reporting using Project Management Software (eBuilder), which includes utilizing the software to identify, track and analyze performance metrics to identify areas to sustain and/or improve.
  • Directly manages assigned portions of the division's programs.
  • Maintains responsibility, oversight, and knowledge of the entire portfolio of projects assigned to the division.
  • Works closely with management to monitor and adjust internal processes that further promotes efficient project execution.
  • Conducts the full range of supervisory duties for assigned employees to include, but not limited to workplace safety, training and development, performance management, staffing, policies and procedures, and balancing workloads.
  • Directs, manages, supervises, and coordinates assigned consultant real estate broker contracts for various projects and programs on behalf of Harris County, Flood Control District and Harris Health. Reviews and approves all items being submitted to Commissioners Court for assigned staff.
  • Manages the workflow and prioritization of projects and takes appropriate corrective action when necessary.
  • Performs other duties that may be added or changed as the course and scope of the job directs.
  • Bachelor's degree from an accredited university in business administration, real estate, or a closely related field; Additional experience can be used in lieu of education.
  • A minimum of 3 years supervisory experience
  • 5 years of Right of Way Experience, including acquisition and relocation
  • Experience in working with large volumes of data.
  • Uniform Relocation Act Subject Matter Expert
  • Excellent written and verbal communication skills, using proper grammar and spelling.
  • Knowledge of state, federal, and local laws, regulations, and policies related to the appraisal of real property and related matters.
  • The ability to communicate effectively and establish strong working relationships with co-workers, the public, industry, and governmental representatives.
  • Must have the ability to manage a project with minimal supervision.
  • Must have good problem analysis and resolution skills.
  • Must have strong organization and prioritization skills.
  • A valid driver's license (Texas upon hire) and a good driving record are required.
  • Strong skills using Microsoft Office applications (Outlook, Word, PowerPoint, Excel, and Access) and the ability to produce reports using databases, spreadsheets, presentations, and other software.
