The Acquired Brain Injury-Moving Forward Plan (ABI-MFP) Director is a mid-level management position assigned to the regional level to assist the Community Systems Director in the management of all administrative, clinical, programmatic and budgetary matters related to the ABI and MFP Waivers. The ABI-MFP Director is delegated principal responsibility for day-to-day operational issues within the Regional ABI-MFP Office, including primary responsibility for ensuring compliance with all reporting responsibilities; provider contract negotiations; Purchase of Service (POS) contract billing and reconciliation; ensuring compliance with litigation requirements of the Hutchinson Class Lawsuit; reviewing and signing off on Individual Service Plans (ISP) and Safety Plans attesting to their adequacy, appropriateness and consistency with regulatory requirements. Day-to-day oversight and management includes quality assurance monitoring of all services and supports purchased through the POS system including management of all referrals to ABI-MFP Providers; individual and systemic problem solving; development of new providers and provider homes; procurement, monitoring and evaluation of residential services, as well as, day services and support services provided to the waiver participants funded through UMASS/MassHealth. There are four ABI-MFP Regional Offices, the Directors each managing a budget ranging from $40,000,000 to $60,000,000 depending on the number of participants wishing to relocate within the Region. The staff reporting to the ABI-MFP Director ranges from 14 to 18 employees.
