The Accounts Payable Manager plays a crucial role within the Financial Services Directorate of the Maryland Department of Labor, overseeing the daily benefit payouts and refunds for the Family and Medical Leave Insurance (FAMLI) program. This management service position is responsible for ensuring compliance with state regulations, maintaining effective internal controls, and supervising the Benefit Payouts team. The manager will also assist with year-end closing and provide financial insights to stakeholders.

  • Develop and implement standard procedures for the team.
  • Maintain effective internal controls to ensure the accuracy and reliability of FAMLI fiscal records.
  • Manage daily benefit payouts and refunds in alignment with state statutes and regulations.
  • Maintain financial systems for benefit payouts, refunds, and other accounts payable transactions.
  • Directly supervise and coordinate the activities of Benefit Payouts team staff, including recruitment and performance evaluations.
  • Manage and execute A/P-related tasks for monthly and year-end close, including accruals and journal entries.
  • Prepare financial analysis and reports on benefit payouts and refunds.
  • Assist with internal and external financial audits.
  • Bachelor's degree in accounting from an accredited college or university, including or supplemented by three credit hours in auditing.
  • Four years of experience examining, analyzing, and interpreting accounting systems, records, and reports applying generally accepted accounting principles, including at least one year in a supervisory capacity.
  • Intermediate level of Excel skills.
  • Two years of experience handling Accounts Payable as a supervisor.
  • Two years of experience preparing account reconciliations.
