About The Position

This posting is open to current State of North Carolina employees, including RIF candidates with priority reemployment rights under G.S. 126. The Budget and Finance Division oversees all fiscal, purchasing, and budgetary operations for the N.C. Department of Agriculture and Consumer Services. We are seeking a knowledgeable and detail-oriented Cash Management Supervisor to lead agency-wide cash management activities and provide key support to Accounts Receivable and the Controller’s Office. This role ensures effective oversight of cash processes, compliance with state and federal reporting requirements, and high-quality financial service to stakeholders across the agency and state government.

Requirements

  • Experience, skills and abilities in general accounting, general ledger, cash management, and other related activities in a medium to large business or government agency.
  • Analysis of general ledger accounts for accuracy and periodic reconciliations.
  • Written and oral communication is necessary for all contact with division personnel and other state agencies.
  • At least 2 years of State government Cash Management experience.
  • Understanding of Generally Accepted Accounting Principles (GAAP).
  • Associate’s degree in Accounting from an appropriately accredited institution and two years of experience in accounting; or High school diploma or General Educational Development (GED) diploma and four years of experience in accounting work; or an equivalent combination of education and experience.

Responsibilities

  • Supervise the Cash Management Office, including oversight of two Cashier positions.
  • Monitor all cash management activities across agency budget codes within the North Carolina Financial System (NCFS).
  • Perform Department of State Treasurer (DST) Core Banking functions, including domestic and international wire transactions.
  • Prepare, verify, and approve journal entries and transfers in NCFS.
  • Reconcile NCFS daily cash transactions with budget funds on a weekly basis.
  • Assist the Accounts Receivable Accountant III with Returned checks and bank reconciliations.
  • Conduct process audits to ensure efficiency, accuracy, and compliance in Cash Management operations.
  • Serve as the primary point of contact for internal and external inquiries related to Cash Management and Accounts Receivable, including communication with OSC, State Treasurer, DOJ, and Wells Fargo.
  • Support special projects and perform additional duties contributing to the overall success of the Budget and Finance Division and the agency.
