About The Position

The Accounting Specialist in the Facilities Management Department of Escambia County is responsible for processing moderately complex departmental accounts payable and performing a variety of basic accounting and project management functions. This role includes preparing revenue reports and managing financial information related to fiscal and accounting transactions.

Requirements

  • Associate's Degree in Accounting, Business Administration, Finance, or a related field.
  • Three years of accounting experience or a combination of education and experience equivalent to these requirements.
  • Proficiency in Microsoft Office Suite (Excel, Word, and Outlook) and accounting/financial management software.
  • Knowledge of Generally Accepted Accounting Principles (GAAP) and governmental accounting principles, practices, and procedures.
  • Strong organizational, analytical, and problem-solving skills.
  • Excellent verbal and written communication skills.
  • Ability to establish and maintain effective working relationships with county staff, contractors, vendors, and the public.

Nice To Haves

  • Knowledge of budgeting principles.
  • Experience in grant and/or contract management principles and practices.
  • Familiarity with auditing principles and practices.
  • Experience in account reconciliation methods.

Responsibilities

  • Performs a variety of accounting functions by reviewing and approving payables, reconciling accounts, preparing accounting schedules, coding and entering information into a database, serving as a liaison with outside agencies, and performing other related tasks.
  • Prepares and processes journal entries, change orders, budget amendments, requisitions, BCC recommendations, and purchase orders.
  • Processes, monitors, and maintains financial information related to fiscal and accounting related transactions.
  • Prepares, submits, reviews, and analyzes a variety of reports, reconciliations, and statements to and from internal departments, financial institutions, and external agencies and makes recommendations based on findings.
  • Manages contracts and grants and monitors related expenditures to ensure compliance with applicable policies, procedures, and guidelines.
  • Represents the department and the County by participating in a variety of meetings, public events, training sessions, on committees, and other related events.
  • Compiles, balances, reconciles, and audits financial information in assigned area of responsibility by tracking expenditures and budgets.
  • Assists with budget preparation and maintenance activities by balancing revenue and expenditures, supporting department(s) in the budgeting process, providing financial data upon request, and performing other related activities.
  • Prepares cost, budget, and management analysis to assist in fiscal planning efforts.
  • Performs project cost accounting functions including expenditure tracking, procurement tracking, payment application processing, grant accounting, DCAT fee billing, and project document management.
  • Performs other duties as assigned.
