About The Position

Under the direction of the Director of Finance and/or Assistant Director of Finance, perform work of considerable difficulty in directing the operations of the Accounting Division Essential Functions: Provides leadership and manages the daily operations of the Accounting Division. Directs, develops and motivates staff to meet objectives that assist in achieving the District's strategic business plan. Maintain all District financial records. Prepare accurate and timely monthly financial statements in conformance with generally accepted accounting principles. Provide and analyze operating reports and other management information for decision making. Assist with the coordination of the annual external District Financial Statement and Pension Plan Audits. Provide support to internal audits as needed; Assess departmental strengths and weaknesses and create strategies for improved performance. Recruit, develop, motivate, and retain Staff capable of achieving excellence in accounting. Actively participate in appropriate professional organizations to foster positive relationships and to ensure exchange of best practices. Understand the District's industry, its relationships with governmental bodies, and the stakeholders' expectations for District performance. Additional Responsibilities : Perform related work as required or as delegated by supervisor.

Requirements

  • Bachelor's Degree from a recognized college or university with major course work in accounting with CPA or CPFO preferred.
  • Eight years of progressively responsible experience in professional accounting and technology applications, including four years of supervisory experience.
  • Extensive knowledge of generally accepted governmental accounting and financial management principles and practices.
  • Extensive skill in interpreting federal, state laws, and regulations relating to general financial/accounting and grant administration reporting requirements.
  • Extensive skill in preparing financial statements and reports.
  • Extensive skill in analyzing and interpreting fiscal and statistical data.
  • Extensive skill in applying accounting knowledge to technology systems.
  • Extensive skill in managing a divisional budget.
  • Considerable knowledge of management information systems concepts and implementations.
  • Considerable skill in strategic planning.
  • Strong leadership skills in selecting and developing personnel.
  • Considerable skill in making presentations and working with committees, auditors, representatives from other government agencies, District managers and employees.
  • Considerable skill in communicating clearly and effectively.
  • Successful experience in effectively building relationships with individuals and teams across the organization.
  • Pursuant to MSD's "Substance Abuse Policy and Procedures," this position has been designated as non- safety sensitive and candidate must pass a Non-D.O.T. Drug Test for this position.
  • Employees occupying this position are not subject to Federal (D.O.T.) Drug and Alcohol Testing Regulations.
  • Employees of MSD must have a meets expectations.
