Reporting to the Director of Financial Assurance and Reporting, the Financial Assurance and Reporting Manager presents issues, options, and recommendations to leadership to support strategic decision-making relating to complex financial transactions and regulatory compliance. The Manager is responsible for leading, directing, and supporting finance and organization-wide team members with technical and complex accounting matters. The Manager provides support and professional guidance relating to compliance, implementation and maintenance of regulatory accounting requirements and internal controls. The manager supervises, plans, and organizes the work of Finance professionals, technicians, and administrative staff in the areas of accounting. The Manager provides leadership in projects or support to management and other areas in organization-wide initiatives.

Requirements

  • Bachelor's Degree from an accredited college or university in Business Administration, Accounting, Finance or a related field.
  • Minimum 7 years of related work experience with 3 years of supervisory experience.
  • Strong accrual basis financial statement preparation experience.
  • Strong GAAP/GASB research and implementation experience.
  • Strong strategic thinking and decision-making abilities.
  • Strong ability to multi-task.
  • Any equivalent combination of certifications, education, or experience that provides the required skills, knowledge and abilities for the position.
  • Must complete required HIPAA training within the first 6 months of hire.

Responsibilities

  • Provide leadership in areas of administration of financial duties within the finance section.
  • Research complex accounting matters, and relative technical accounting literature, to develop a fact-based conclusion to ensure suitable application of authoritative accounting guidance. Perform an evaluation of new accounting standards’ impact to the company’s financial statements.
  • Work with other areas of finance and the organization to understand current accounting practices to determine the impact new accounting standards have on existing processes and procedures, as well as ensuring controls over financial reporting are redesigned as necessary and continue to operate as intended.
  • Present issues, options, and recommendations to management, including working with external auditors to reach a definitive conclusion.
  • Lead and support the implementation of new accounting standards, including providing training to teams responsible for the implementation.
  • Support finance and organization with developing solutions to new and/or unusual accounting matters.
  • Reassess historical accounting policies, processes, and procedures to ensure established processes and procedures are aligned with current accounting and internal control requirements. Provide support to accounting staff in accurately documenting procedures and preserving these procedural and system documentation records.
  • Review complex contracts for financial and financial reporting implications and work cooperatively with the General Council team to proactively address and clarify these impacts within contractual agreements.
  • Review of Annual Comprehensive Financial Reports; ensuring that the reported results comply with generally accepted accounting principles, financial reporting standards, and Denver Water policies.
  • Provide guidance and training as a subject matter expert on recording transactions and reporting between different basis of accounting (GAAP, Budget basis, cash), including reconciliations between the different basis of accounting.
  • Provide oversight and support relating to the annual external audit and year-end reporting requirements, including dissemination of reports.
  • Responsible for supporting highly technical functions related to payroll, cash management, financial reporting, general ledger production, accounts receivable, accounts payable, project management, and contract administration.
  • Analyze financial transactions and develop and implement guidelines and systems in accordance with the organization's policy.
  • Support finance and organization special projects associated with implementing change, best practices, continuous improvement, and performance measurement as they relate to financial aspects.
  • Responsibility for training, mentoring, and providing guidance to finance supervisors and staff.
  • Assist in the recruitment and development of technically sound accounting staff.
  • Build AI governance tools for financial information
  • Responsible for managing service provider contracts such as with the external auditors, including leading competitive bids for such service.
