About The Position

The Accounting Manager is responsible for financial functions producing accurate and expedient processing of general ledger, cash receipts, the accounts payable journal, the accounts receivable journal, Point of Sale financial information, bank reconciliations, deposits and cash reconciliation functions for Raymond James Stadium, the Hillsborough County Tournament Sportsplex, and the Authority managed golf courses. The Authority is also anticipated to manage additional facilities in the next few years. The Accounting Manager is responsible for ensuring that all accounting entries comply with Accepted Accounting Principles (GAAP) and the standards promulgated by the Government Accounting Standards Board (GASB) for public entities. In addition, the Accounting Manager must understand the principles of the Florida Single Audit Act. The Accounting Manager is responsible for ensuring that the financial entries made to the accounting records of the Authority comply with these acts and principles. The Accounting Manager supervises, and controls fiscal transactions related to funds management, investments, bond issuance, expenditures, bank account reconciliations, petty cash reconciliations, insurance policies, accounts receivables/payables, payroll, and similar operations to ensure they reflect the correct financial status of the Authority.

Requirements

  • Graduation from an accredited four-year college or university with a degree in accounting, business administration, or related field. Certified Public Accountant (CPA) candidate experience strongly preferred. Experience in the accounting field may be substituted at the rate of one (1) year of experience for each relevant year of college.
  • Five (5) years progressively responsible management of the preparation of governmental financial statements.
  • Ability to demonstrate thorough knowledge of accounting operations within a government entity, public assembly venue, or related field.
  • Must have a thorough knowledge of office equipment and computer systems with a demonstrated ability to use business application and/or accounting software.
  • Ability to demonstrate excellent oral and written communication skills in the English language with Spanish as a second language, preferred.
  • The ability to initiate work, act independently and make sound judgments.
  • Working knowledge of bookkeeping and accounting principles, purchasing practices and associated systems and procedures.
  • Ability to perform detail work involving written or numeric data, and to make arithmetical calculations rapidly and accurately.
  • Position requires irregular schedules including evenings, weekends, and holidays. The performance of work assignments may not be directly related to job specifications. Adjustments of shifts, overtime, breaks, etc. may be required upon short notice.
  • Ability to guide, train and monitor the work activities of accounting personnel whom the position supervises.
  • Exceptional organizational and interpersonal skills including the ability to motivate others.
  • Develop and maintain accurate records, logs, and reports for the department and the facilities.
  • Ability to maintain accurate records in accordance with GAAP/GASB.
  • Position requires ability to interact with fellow employees, clients, the public and outside vendors in a courteous, cooperative, and professional manner.
  • Maintain a high public image, positive attitude and demeanor when performing a service for customers and the public in the facilities.
  • Ability to accurately work under pressure in meeting deadlines.

Responsibilities

  • Develop and implement long-term and day-to-day operational policies and procedures for the department and provide overall administrative supervision, coordination, planning, and organization of work assignments for Staff Accountant and Accounting Coordinator in conjunction with the other Accounting Manager(s) . Develops and assembles financial accounting documents and coordinates any required reviews to ensure consistency and accountability in Authority accounting records. Works with other Accounting Manager(s) to review each other’s work for quality control.
  • Oversees inventory and the recording of fixed assets for all Authority managed properties. Maintains an accurate listing of fixed assets for Authority managed properties. Act as liaison with internal staff, vendors, primary tenants, and governmental agencies in the recording, acquisition, and disposal of fixed assets at Authority managed facilities.
  • Maintains a working knowledge of budgetary procedures and controls. Assist in preparation of the Authority budgets including verification of proper coding of departmental purchases to ensure accurate accounting and provide sufficient data for planning. Reviews accounting records and transactions and performs maintenance when required.
  • Assist in maintaining standard operating procedures for the financial accountability of all facilities and events. Performs professional accounting duties in the maintenance and review of accounting, fiscal records, and transactions. Assist in evaluating existing financial policies and procedures and recommending improvements which will better serve the needs of the Authority and its employees and/or improve the conditions of employment for employees. Assists in the preparation of the Authority’s monthly financial statements using GAAP/GASB standards.
  • Acts as the primary liaison, along with the other Accounting Manager(s) with external auditors during the annual independent auditing of Authority financial records and procedures. Acts as liaison with outside organizations, independent auditors, primary tenants, vendors, city departments, code officials, and private firms to facilitate communication and coordination with financial operation related internal planning.
  • Assist in ensuring an effective, cost-efficient operation by assisting in managing a detailed budget that forecasts revenue sources and provides detailed support of expenses. Assists in supervising the disbursement of funds, assists in establishing and maintaining controls to ensure that budget appropriations are not exceeded. Monitor expenses and implement corrective action when revenues fall short of forecast.
  • Participating in the interviewing, hiring, training, coaching and development of the finance department personnel in accordance with established guidelines and procedures. Ensure the development, ongoing improvement, and implementation of formalized training and education programs for the Finance Department.
  • Conduct and maintain performance evaluations and professional development programs for subordinate personnel and counsel subordinate personnel, as required and manage personnel issues of subordinate employees. This includes conducting internal personnel investigations as required by any on-going disciplinary process and recommending and/or administering discipline, as needed.
  • Provide leadership on continuous improvement and team building efforts. Participate in employee committees and staff meetings emphasizing team management, high morale and quality service to Authority primary tenants and customers. Conduct regular meetings with subordinate staff to share relevant information and promote feedback relating to methods to improve service to internal and external customers and to ensure smooth coordination of department activities. Participate in Authority staff meetings.
  • Use computer terminal to enter and retrieve information and prepare reports on departmental activity for the Vice President of Finance and Administration and other departments. Oversee the creation and maintenance of the financial booking and records to ensure that required documentation is compiled in accordance with GAAP and GASB standards, Authority policies and procedures and State and Federal laws.
  • Assist in conducting inspections of equipment/facilities and share findings and observations with other managers to assist in maintaining a superior level of function, polish, and efficiency in Authority facilities. Assist in recommending equipment, materials and services required to provide and improve service to clients and guests in all facilities.
  • Provide a safe environment free of harassment for department employees and ensure compliance with all applicable OSHA standards and local, state, and federal laws including the American with Disabilities Act of 1990.
  • Participate in and provide support for special events as needed.
  • Perform other duties, functions, special projects, and responsibilities, as assigned.
