About The Position

The Accountant position at the Department of Veterans Affairs involves performing professional accounting work that applies sound accounting principles, theories, concepts, and practices. The role is essential for ensuring the accuracy and integrity of financial data, managing accounting transactions, and providing financial guidance to various organizations within the Veterans Health Administration.

Requirements

  • Degree in accounting or a related field such as business administration, finance, or public administration with 24 semester hours in accounting.
  • Combination of education and experience: at least 4 years of experience in accounting or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.
  • Specialized experience equivalent to at least GS-7 level, including monitoring expenditures and cash flow, providing budget estimates, and preparing budget requests.

Nice To Haves

  • Certified Public Accountant (CPA) or Certified Internal Auditor (CIA) certification.
  • Experience with federal accounting systems and regulations.

Responsibilities

  • Conduct daily examination of various accounting transaction listings, cost reports, financial statements, project fund balances, and work orders to ascertain accuracy and completeness of data.
  • Review and analyze programs and procedures related to receiving, validating, and recording accounting transactions affecting asset, liability, expense, and revenue accounts.
  • Evaluate General Ledger account balances; analyze subsidiary ledgers for accuracy and integrity of data and perform necessary research to reconcile account balances.
  • Direct the assignment of project and cost codes, accounting classification, and file maintenance, providing information for transmitting data to appropriate offices.
  • Analyze and review ADP maintenance listings and determine what additions, modifications, and deletions to the database are needed.
  • Research operating finance and accounting data, interpret data, and furnish the data to various organizations for guidance in establishing and programming costs and obligations.
  • Perform liaison functions between local operating elements and the finance office, gathering and interpreting pertinent data and deriving solutions for day-to-day finance and accounting matters.
  • Develop, prepare, and revise regulations, information papers, etc., for project and revolving fund accounting control and reporting instructions.
  • Prepare and implement supplemental accounting procedures, reports, and modifications to existing procedures as required by regulatory guidance and/or work situations.
  • Assist in controlling financial operations by managing obligations and/or expenditures within limitations established by appropriation, allotment, apportionment work allowance, and purposes authorized by public law.
  • Manage summary cost accounts, verifying validity and accuracy of accounting transactions and data.
  • Recognize significant account variances and assist higher-level staff in the proper research and reconciliation of all accounting records.
  • Determine proper work methods and develop worksheets and forms necessary to complete assignments.
