About The Position

We are seeking an Accountant II providing financial and/or grants administration support within our Finance & Grants Division. This position is located in Oklahoma City, Oklahoma. The annual salary for this position is up to $65,000.00 based on education and experience. This position plays a vital role in ensuring compliance with state fiscal policies, federal grant requirements, and agency internal controls. Responsibilities may include financial tracking, reimbursement processing, grant monitoring, reporting, audit preparation, and coordination with state and federal oversight entities. This position is a regular, full-time position governed by the Oklahoma Civil Service system and subject to the Civil Service and Human Capital Modernization Act. Employment in this role is covered by applicable Civil Service Rules, policies, and procedures and is subject to a required 12-month trial period, during which performance, conduct, and overall suitability for continued employment will be evaluated in accordance with Civil Service Rules.

Requirements

• Education and Experience requirements at this level consist of a bachelor’s degree in accounting, business, finance or a closely related field plus one year of experience in performing professional accounting experience; or an equivalent combination of education and experience, substituting one year of bookkeeping for each year of the required degree.
• Knowledge of generally accepted accounting principles and theories; of financial statements and reports; of accounting ledgers and journals; of computer technology related to accounting systems; of payroll systems; and of budget preparation.
• Knowledge of computer technology related to accounting systems, and of Microsoft Excel.
• Ability is required to prepare basic financial statements and reports; to review and analyze financial information; to maintain routine accounting data in appropriate ledgers and journals; and to review revenue and cost data for the preparation of budget work programs.
• Ability is required to work calmly and accurately during times of high-pressure emergency situations, and to work in a paperless environment.
• Must be able and willing to perform all job-related travel in-state and out-of-state when necessary, including overnight travel.
• Must obtain State Certified Procurement Officer certification within the initial 90 days of employment.

Responsibilities

• Serve as primary CPO for the agency, process Purchase Requestions and Purchase Orders for the agency, ensure proper financial coding for purchases.
• Primary Purchase Card holder for agency.
• Finance section support during emergency response activations, reporting to the State Emergency Operations Center (SEOC).
• Budget tracking.
• Review, analyze and present financial data, including revenue projections and expenditure reports, to determine funding requirements.
• Prepare financial statements, reports of operations, expenditure reports, statistical data, and other information concerning financial requirements; assist in gathering and reviewing data for preparation of the budget work program.
• Maintain various ledgers, journals, registers, and other fiscal records; allocate revenues to appropriate functions; classify expenditures and post to various accounts as required.
• Track federal grant revenues and expenditures consistently; prepare 425 Federal Financial Reports quarterly.
• Review and process expense vouchers for accounts payable based on invoices, and other financial documents.
• Reconcile various financial reports and other accounting data concerning fiscal operations.
• Determine payroll requirements; maintain payroll data; prepare and process monthly payrolls.
• Other duties as assigned
