About The Position

Performs accounting work involving maintaining, posting, and balancing accounting and financial statements, records, documents, or reports. May specialize in some phase of accounting work such as federal funds accounting.   Brief Job Description: Performs highly complex (senior-level) accounting work in the Accounts Receivable Department. Serves as Team Lead to guide the team to adapt evolving internal procedures and to support the team tasks to be processed completely and accurately. Works involves preparing and overseeing the preparation of financial analyses and reports: establishing, maintaining, and overseeing accounting systems, procedures, and controls and balancing financial records to maintain the agency’s Accounts Receivable subsidiary ledger. Assists State Supported Living Center (SSLC) and State Hospital (SH) accounting teams in compliance with the policy. Responsible for planning, organizing, managing workloads and training new hires as Team Lead. Reviews and approves a variety of reconciliation reports monthly or quarterly. Assists in conducting unannounced in person or virtual audits throughout the year and completing annual audit reports to the management. Works under general to limited supervision of the manager, with moderate to considerable latitude use of initiative and independent judgment. Internally and externally communicate with the other accounting teams within/outside the agency.

Requirements

  • Knowledge of generally accepted accounting principles (GAAP) and procedures affecting the maintenance of accounting records and automated accounting systems.
  • Knowledge of fiscal programs; governmental accounting; budget control methods, policies, and procedures; and laws and regulations pertaining to financial operations.
  • Knowledge of financial administration, budget control, and fiscal accounting; and laws and regulations pertaining to fiscal operations.
  • Skill in the use of a computer and applicable software.
  • Skill in establishing and maintaining effective working relationships both internally and external to the agency.
  • Ability to interpret and apply accounting theory; to interpret laws and regulations; to work accurately with numerical detail; to analyze, consolidate, and interpret accounting data; and to communicate effectively.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to use complex automated accounting systems, including but not limited to CAPPS Financials, PeopleSoft Financials, Accounts Receivable Tracking System (ARTS), and USAS.
  • Ability to update and maintain department policies and procedures and coordinate accounting operations and to provide guidance to others.
  • Ability to accurately create and send out high-level accounting reports containing department financial data to satisfy internal and external requests.
  • Ability to plan and organize accounting projects.
  • Ability to interpret and apply laws, regulations, policies, and procedures.
  • Experience in accounting and financial operations.
  • Experience with automated accounting systems.
  • Experience in the use of MS Office Suite (Word, Excel, Access, Acrobat, Outlook).
  • Five years of progressively responsible experience in customer service, accounting, finance, auditing, or budgeting.

Nice To Haves

  • Experience in conducting intensive research and reconciliation preferred.
  • Graduation from an accredited four-year college or university with major coursework in accounting, finance, or a related field is generally preferred.
  • Accounting experience in State Government or Non-Profit organization is preferred.

Responsibilities

  • Reviews and releases deposit and correction journals in the State Accounting systems. Communicate with the SSLC/SH regional accounting team to resolve discrepancies.
  • Oversees the team's tasks to be completed daily, monthly or quarterly and assist them with supporting researching.
  • Oversees a variety of revenue reports from SSLC and SH regional accounting teams, Comptroller office, and within the agency and reconcile monthly or quarterly.
  • Responds to daily inquiries and questions from the SSLC and SH accounting teams and from within/outside the agency.
  • Prepare and host meetings with internal and external parties to resolve discrepancies.
  • Assist in conducting unannounced in person or virtual petty cash audits.
  • Work on special projects assigned by management including ad hoc requests.  Support AR management as needed and assigned.
