Work involves establishing and maintaining accounting procedures and ensuring the integrity of data in CAPPS Financial. Knowledge of terms and conditions of Federal Grant Awards when applied to cost allocations. Responsible for calculating complex Cost Allocation Factors and ensuring accuracy of Fund Source usage employing VLOOKUPs, and HLOOKUPs against a fund source template. Responsible for tasks with the accounting staff in the General Ledger area of Fund Accounting. May specialize in analyzing and implementing financial requirements of the Cost Allocation Plan, Commitment Accounting, and Reconciliation of CAPPS Financial to USAS. Job tasks also include, but are not limited to updating Chart Fields, Trees, Speed Charts and Combo Edits, Maintaining Internal Controls, Journal Entries, and acting as liaison with HHSC Technical Staff on CAPPS Financial upgrades, issues, and system testing. Assist in completing the AFR. Possess knowledge of the GAAP. Works under general supervision, with a moderate degree of latitude for the use of initiative and independent judgment. Ensures all tasks are performed in accordance with Federal and State requirements and guidelines.

  • Knowledge of terms and conditions of Federal Grant Awards when applied to Reallocation of Cost Allocations (CA) and Chartfield Setups. Responsible for calculating complex CA factors and ensure accuracy in relation to the Fund Source Template. Maintain various Chartfield updates/setups (i.e. Trees, Speed Charts, and Combo Edits) according to the agency’s General Ledger (35%)
  • Analyze and implement requirements of the Cost Allocation Plan (PACAP). Reconciliation of CAPPS to USAS. Complete reallocation process for Cost Allocation Factors in CAPPS. (35%)
  • Maintains internal controls and process journal entries to include ETV and Method of Finance entries. (15%)
  • Participates in the preparation of complex state reporting to include the AFR and Commitment Accounting. Ensures all tasks are performed in accordance with Federal/State requirements and guidelines. Works with GL Manager on audit requests. (10%)
  • Analyzes and recommends improvements, adaptations, or revisions to the accounting system and accompanying procedures. Acts as liaison with HHSC Technical Staff on CAPPS Financial upgrades, issues, and system testing. May participate in special projects as required and other duties as assigned. (5%)
  • Knowledge of generally accepted accounting principles
  • Knowledge of state and federal laws and regulations relevant to reporting requirements

  • Skill in developing teams and promoting effective teamwork
  • Intermediate Excel skills including Pivot Table, VLOOKUP/HLOOKUP, and advanced formulas
  • Ability to manage several ongoing projects at the same time, prioritize work, and meet deadlines
  • Ability to use complex automated accounting systems that include CAPPS, USAS, and CAPPS HCM
  • Knowledge of fiscal programs, governmental accounting, laws and regulations pertaining to financial operations
  • SkiII in use of office equipment, computers, and associated software applications
  • Ability to plan procedures and coordinate accounting operations, train others if required, and communicate effectively, both orally and in writing
  • Skilled in working under limited direction with extensive latitude for the use of initiative and judgement
  • Graduation from an accredited four-year college or university with coursework in accounting, finance, or a related field is generally preferred. Education and experience may be substituted for one another.
  • Four years of progressively responsible experience in accounting and financial operations.
  • Experience working with client database systems preferred.
  • Proven general ledger, excel, and/or reconciliation experience through work history.
