About The Position

The Accountant Payable Supervisor at the Maryland State Department of Education is responsible for overseeing the Grant and Purchases of Care Section. This role ensures that all financial transactions are properly authorized, accurately recorded, and compliant with state and federal regulations. The supervisor will manage accounting staff, maintain federal grant reporting security, and reconcile federal grants, contributing to the department's mission of supporting a world-class educational system.

Requirements

  • Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.
  • Five years of experience examining, analyzing, and interpreting accounting systems, records, and reports.
  • Three years performing advanced duties in cost accounting, systems accounting, federal fund accounting, or bond and loan accounting.

Nice To Haves

  • Advanced skills or experience in Governmental or Fund Accounting.
  • State supervisory experience in a budget or financial setting.
  • Proficiency with Financial Systems (FMIS, R*STARS, and ADPICS).

Responsibilities

  • Plan, supervise, and evaluate the work of accounting staff in the Grants Payable Unit and the Child Care Unit.
  • Ensure encumbrance/expenditure transactions are processed efficiently and effectively.
  • Review and authorize source documentation, R*STARS vendor table activity, and IRS 1099 Information Returns reporting.
  • Maintain and reconcile the accounting records of the AFR grant reporting system with the FMIS statewide accounting system.
  • Resolve discrepancies between the AFR and FMIS systems and suggest improvements.
  • Review, authorize, reconcile, and process the Bi-monthly Aid to Education payment.
  • Review all subgrants for accuracy and compliance before entering them into the accounting system.
  • Supervise the Purchase of Care payment process and resolve any issues associated with the CCATS payment process.
  • Authorize expense accounts for compliance with State travel regulations.
