About The Position

This position is with the Department of Health and Human Services, Office of the Controller, and is located in the DHHS Raleigh Headquarters Building. The Central Billing Office (CBO) in the DHHS Office of the Controller, Accounts Receivable Section, is responsible for Accounts Receivable Management and Medicaid, Medicare, Commercial, and Self Pay billing and collections of over $540M annually for all DSOHF providers. Billed services include Inpatient Psychiatric, Developmental Disability, NeuroMed, Alcohol and Drug Abuse Inpatient and Outpatient, and Psychiatric Residential. This is a professional position functioning as the CBO Billing Supervisor. This position is critical to maintain the Epic System, Billing and Reimbursement, System Integrity, meeting Federal and State Reporting requirements, ensure electronic claim forms are transmitted to third party payers in a timely and accurate manner, and preparing and meeting annual receipt projections goals. The Billing Supervisor will have in-depth knowledge of Federal and State Medicare, Medicaid, Managed Care Organizations, and Commercial payer billing and collections rules and regulations, North Carolina Statutes, policies and procedures that govern the CBO’s business practices, and compliance guidelines for all inpatient billing reimbursement activities. Position applies technical knowledge, reimbursement experience, and reasonable judgment in resolving A/R billing and collections problems. Position has in-depth knowledge of electronic (837I and 837P) billing and receipting (835I and 835P) processes, experience working with claims clearinghouses, detailed knowledge of Epic system functionality, and understanding of purpose, goals, and need for enhancements. This position facilitates the implementation of necessary technical changes to existing patient accounting systems and modular sub-systems. As the position is responsible for Self Pay billing, position is knowledgeable of the referral of any delinquent accounts that are processed through the Office of the Attorney General and the NC Department of Revenue Set Off Program until all accounts are collected or deemed uncollectible. Position will oversee institutional and professional client accounts for the DSOHF, and verifies the appropriateness of transactions (room & bed charges, payments, and adjustments) maintained on the Epic system. The Billing Supervisor compiles Federal and State financial reports utilized by DHHS and Office of the State Controller. Position will identify substantive issues and thoroughly and accurately research and analyze them; ability to design data collection, reporting tools, and financial models; and to prepare, disseminate, and interpret financial reports. Position will research and resolve documented problems through corrective action plans which may entail review of policies, procedures, and regulations. The Billing Supervisor provides direct supervision for two Accounting Specialists and four Accounting Technician III’s, and indirect supervision for eleven Accounting Technician III’s who are directly supervised by the two Accounting Specialist positions. Position develops work plans and performs mid-cycle and year-end performance evaluations. Position communicates effectively with staff to ensure deadlines are met, assigns priorities, provides relevant information, participates in all aspects of the hiring process, and develops tools to enhance work performance.

Requirements

  • Bachelor’s degree in accounting, or a degree in business administration, finance, public administration, or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework; and two years of professional accounting/auditing experience in the preparation of interpretive or analytical accounting, financial statements and reports.
  • OR An equivalent combination of education and experience.

Nice To Haves

  • Working knowledge and experience with inpatient and outpatient hospital Accounts Receivable Management and Billing systems, Epic preferred, and healthcare claims clearinghouses, Experian ClaimSource Preferred.
  • Demonstrated experience billing healthcare patient accounts and collections including but not limited to Medicare, Medicare Advantage, Medicaid Managed Care Organizations, NC Tracks and Commercial insurers, patients and guarantors.
  • Strong verbal and written communication skills and the ability to communicate with all aspects of internal and external contacts.
  • Ability to compile, monitor, examine, and audit moderately complex financial statements/reports/accounts or budget codes for accuracy, integrity, and conformance to accounting and program guidelines.
  • Ability to recommend and/or make employment application selection decisions, and ability to develop and implement work plans and establish performance standards and conduct performance reviews.
