About The Position

To provide statewide oversight, guidance, and support to DOC stakeholders in regard to financial/accounting practices and processes as well as the Commonwealth's Automated Accounting System (Cardinal) in accordance with established Federal, State, and agency policies, procedures, and guidelines. Responsible for the accurate and timely collection, documentation, and reporting of all debt owed to the DOC, serving as the agency's debt-set off coordinator. Acts as the primary point of contact with the Department of Taxation and the Office of the Attorney General in regard to accounts receivable. Responsible for the preparation and submission of quarterly and annual accounts receivable reporting. Serves as the primary back up for the Accounts Receivable Supervisor. Assists with accounts receivable functions as necessary to ensure continuity of operation within the unit.

Requirements

  • Demonstrated experience with GAAP, accounts payable and receivable practices
  • Use of EDP techniques including Microsoft Word and Excel in recording, retrieving and maintaining accounts payable and receivable transactions and records.
  • Recent demonstrated ability to apply and adapt established accounting methods to a variety of grant, fiscal transactions and records.
  • Recent experience related to ARMICS review and certification.
  • Experience supervising, training or reviewing the work of support staff and demonstrated appropriate use of oral and written communication skills.
  • Ability to complete the Virginia Ethics Council Conflict of Interest (COI) filing within two (2) business days of hire and annually thereafter, in accordance with the Code of Virginia § 2.2-3100.
  • Ability to complete COI training within two (2) months of hire and every other year thereafter, as required by Code of Virginia § 2.2-3132.

  • Strong skills and experience using Cardinal, Microsoft Office Excel, Word and PowerPoint, recent supervisory experience
  • Demonstrated competence in state financial accounting systems.
  • Recent grant experience.
