About The Position

The Accountant 4 position at the Louisiana Department of Wildlife and Fisheries involves providing specialized professional accounting services within the Budget Section of the Office of Management and Finance. This role is crucial for managing the department's financial operations, including budget development, expenditure control, financial analysis, and disaster project accounting. The position requires a strong understanding of state and federal financial regulations, as well as the ability to work collaboratively with various stakeholders to ensure compliance and maximize funding opportunities.

Requirements

  • A baccalaureate degree with twenty-four semester hours in accounting plus three years of professional level experience in accounting or financial auditing.
  • A certified public accountant (CPA) certificate can substitute for the degree and one year of experience.
  • A master's degree in relevant fields can substitute for one year of required experience.
  • Six years of full-time work experience in any field may substitute for the required baccalaureate degree.

Nice To Haves

  • Experience with FEMA Grants Portal and GOHSEP's LaPa.com.
  • Knowledge of GASB 87 and federal circulars A-87, A-102, A-133, and 2 CFR 200.
  • Proficiency in Microsoft Word and Excel.

Responsibilities

  • Perform duties related to disaster project accounting, including preparation of reimbursement requests and monitoring project spending levels.
  • Conduct expenditure review and monitoring, financial analysis reporting, and interagency billing for the Department.
  • Prepare required financial statements and fiscal reports, including monthly, quarterly, and annual reports.
  • Maintain cash management records and classify revenue and expenditures appropriately.
  • Review and approve purchases and contracts, ensuring compliance with regulations.
  • Participate in the development of new accounting techniques and prepare managerial reports.
  • Assist with state and federal audits by providing requested information.
