About The Position

The Oregon Department of Veterans’ Affairs (ODVA) is a State of Oregon agency with a mission to serve and honor veterans, their dependents, and surviving family members by assisting them in obtaining their earned Federal, State, and local benefits. The department has two full-time, permanent, union-represented Accountant 2 (Accountant) positions available within the Financial Services Department at its Salem, Oregon Headquarters. These positions may be filled at the Accountant 1 level as an underfill, with a structured development plan to ensure the employee meets the Minimum Qualifications for the Accountant 2 classification within 36 months. The ODVA team works collectively to deliver on its mission, from direct client engagement to operational services, by uniting government, private companies, nonprofits, and other veteran services organizations to address issues facing veterans and their families. The Accountant 2 role is responsible for ensuring the effective functioning and accountability of the organization’s fiscal operations.

Requirements

  • For Accountant 2: Possession of a Certified Public Accountant or Certified Government Financial Manager certificate AND two years of accounting experience equivalent to Accountant 1 work to include setting-up ledgers, account codes and controls, and modifying accounting systems; OR
  • For Accountant 2: A Bachelor’s degree in accounting, or in any discipline that includes or is supplemented by 32 quarter (21 semester) credit hours from an accredited institution in Accounting AND two years of accounting experience equivalent to Accountant 1 work to include setting-up ledgers, account codes and controls, and modifying accounting systems; OR
  • For Accountant 2: 32 quarter (21 semester) credit hours from an accredited institution in Accounting AND four years of related accounting experience to include a) classifying, analyzing, and reconciling financial data and records; b) designing, recommending, and installing modifications of accounting methods, procedures, forms, and records; c) preparing financial statements and reports; d) analyzing and interpreting laws, regulations, codes, and ordinances to ensure the legality of financial transactions; and e) analyzing, interpreting, and making recommendations related to accounting transactions, accounts, and account relationships resulting in accounting entries.
  • For Accountant 1 (underfill): Possession of a Certified Public Accountant or Certified Government Financial Manager certificate; OR
  • For Accountant 1 (underfill): A bachelor’s degree in accounting; OR
  • For Accountant 1 (underfill): Successful completion of the State of Oregon Accounting Career Mobility Program or equivalent accounting certificate program from an accredited college or university; OR
  • For Accountant 1 (underfill): 32 quarter (21 semester) credit hours in Accounting from an accredited institution AND two years of technical, para- professional accounting experience to include: a) classifying, analyzing, and reconciling financial data and records; b) designing, recommending, and installing modifications of accounting methods, procedures, forms, and records; c) preparing financial statements and reports; d) analyzing and interpreting laws, regulations, codes, and ordinances to ensure the legality of financial transactions; and e) analyzing, interpreting, and making recommendations related to accounting transactions, accounts and account relationships resulting in accounting entries.
  • Successful completion of a fingerprint based criminal history background check through the Oregon (LEDS) and National (NCIC) law enforcement data systems.
  • A valid Oregon or Washington State driver’s license is required; must also undergo a Motor Vehicle Record (MVR) check, with ongoing monitoring as a condition of continued employment.

Responsibilities

  • Serve as a technical expert on diverse accounting matters, including fiscal operations, internal controls, reconciliation, reporting, and compliance with laws, regulations, policies, and procedures.
  • Ensure proper management and accountability of financial operations while safeguarding organizational assets and maintaining the integrity of financial data and systems.
  • Evaluate and reconcile complex accounts, resolving discrepancies, and prepare accurate financial reports that ensure consistency and reliability across organizational operations.
  • Interpret and apply governing regulations and policies to assigned operations, ensuring that all financial activities comply with applicable guidelines and standards.
  • Collaborate with team members and other departments to complete moderately complex assignments accurately and on time, providing guidance and support to ensure adherence to fiscal procedures.
  • Recommend and evaluate enhancements to accounting operations to improve efficiency, better meet organizational needs, and leverage available technology to streamline processes and reporting.
