The Accountant 1, 2 or 3 (Accounts Payable) position at the Louisiana Department of State Civil Service involves providing professional accounting services within the Fiscal Services Division of the Office of the Secretary. The role focuses on managing vendor files and payments, ensuring compliance with financial regulations, and preparing financial reports. The position offers flexible work schedules and the opportunity for telework after six months of employment.

  • Manage vendor files and payments for the department.
  • Review and create vendor payments in the LaGov ERP system, including analyzing and validating supporting pay documents.
  • Monitor outstanding expenditures and ensure timely payment.
  • Ensure proper posting and documentation of monthly Real Estate invoices for assigned contracts.
  • Enter Journal Vouchers for correcting ledger coding and other expenditure movements.
  • Process expense reimbursement requests for accuracy and compliance with travel rules.
  • Compile and prepare the Annual Financial Report (AFR) in accordance with GAAP.
  • Serve as a secondary LaCarte Purchasing Card and CBA administrator.
  • Input Performance Indicators into the LaPAS application quarterly.
  • Replenish petty cash accounts by verifying supporting documents and making appropriate entries.
  • Communicate with Federal and State Liaisons, legislative Auditors, vendors, and departmental staff to resolve Accounts Payable issues.
  • A baccalaureate degree with twenty-four semester hours in accounting.
  • A certified public accountant (CPA) certificate can substitute for the degree and accounting hours.
  • Six years of full-time work experience in any field can substitute for the required baccalaureate degree.
  • Experience with LaGov ERP system and Bank of America Works application.
  • Knowledge of GAAP and state financial policies.
  • Strong analytical and auditing skills.
