The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and storm water, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system's 2,000 square mile watershed that extends 125 miles north and west of the City. The Bureau of Engineering Design & Construction (BEDC) currently has a portfolio of capital projects valued at $35B, and another $13.6B projected over the next 10-year commitment plan. The projects BEDC implements allows DEP as a whole to continue to operate and maintain an exemplary water supply system. BEDC's Special Projects Capital Program (SPCP) is responsible for the planning, design, construction management, and execution of capital projects aimed at upgrading and maintaining the city's existing critical water and wastewater infrastructures. The upgrades help support our operating bureaus; the Bureau of Water Supply (BWS), the Bureau of Water and Sewer Operations (BWSO) and the Bureau of Wastewater Treatment (BWT). This work is essential to preserving the integrity, reliability, and quality of the water supply system, spanning DEP's extensive network of Wastewater Resources and Recovering Facilities (WRRF) plants, dams, bridges, shafts, reservoirs, tunnels, pumping stations, ultraviolet disinfection and filtration systems, and other associated facilities across New York City and its watershed. SPCP also leads all Design-Build initiatives across all DEP Operating Bureaus, both within the City and in Upstate areas. Through this program, BEDC delivers a robust, multibillion-dollar capital portfolio that supports the development of new infrastructure and the rehabilitation of existing facilities. BEDC is seeking to hire an Associate Project Manager 3 to serve as an Accountable Manager (AM) for the SPCP directorate. The selected candidate will oversee and support the construction of wastewater pumping stations across the city, contribute to the Bureau's Design-Build initiatives, and may also be involved in other water and wastewater projects, including City Tunnel No. 3, within the portfolio. Through a staff of project management professionals, inspectors and/or other technical/administrative staff, the AM will direct the oversight of the planning, design and construction of major capital construction projects for a program that will allow the DEP to meet its wastewater treatment requirements into the future. The selected candidate, with broad scope for the exercise of independent initiative and judgment, will be responsible for the achievement of project goals and milestones, ensuring that all prepared schedules, reports, and work products conform to the scope of work.

  • Oversee and support the construction of wastewater pumping stations across the city.
  • Contribute to the Bureau's Design-Build initiatives.
  • Direct the oversight of the planning, design and construction of major capital construction projects.
  • Prepare, negotiate, and process modifications to Consultant Contract scope, cost, and schedule.
  • Provide day-to-day guidance and oversight of subordinates' work assignments.
  • Motivate current employees, approve time and leave, evaluate staff members.
  • Ensure Environmental Health & Safety is incorporated throughout the project lifecycle.
  • Implement all project delivery procedures and coordinate with bureau support divisions.
  • Manage seamless communication/coordination with Agency Bureaus, other City Agencies, and key stakeholders.
  • Focus on issues resolution and risk mitigation to keep the project moving.
  • Monitor key performance indicators with respect to Scope, Schedule, Budget, and other project performance metrics.
  • Permanent Civil Service status as an Associate Project Manager.
  • One year of full-time satisfactory experience in supervising employees performing project management work.
  • A baccalaureate degree in relevant fields or equivalent experience.
  • At least one additional year of experience in a supervisory capacity or as a project manager for a large and/or complex construction project.
  • Proficient oral and written communication skills.
  • Possession of a valid motor vehicle driver license in the State of New York.
  • Detailed understanding of permitting, equipment and materials, codes and standards.
  • Ability to assess consultant/contractor performance based on contract requirements.
  • Strong technical skills, interpersonal, communication, and computer skills.
