The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and storm water, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system's 2,000 square mile watershed that extends 125 miles north and west of the City. The Bureau of Engineering Design & Construction (BEDC) currently has a portfolio of capital projects valued at $23.8B, and another $10.5B projected over the next 10-year commitment plan. The projects BEDC implements allows DEP as a whole to continue to operate and maintain an exemplary water supply system. BEDC's Wastewater Capital Program (WWCP) staff oversees the design and construction of all capital projects managed on behalf of the Bureau of Wastewater Treatment (BWT) and the Bureau of Water Supply (BWS). Currently, WWCP manages the capital delivery requirements for BWT and BWS. Some of the capital projects delivered include wastewater resource recovery facilities (WRRF) upgrades/state of good repair improvements, CSO abatement projects and pump station rehabilitation. WWCP consists of a group of project managers and engineers who manage capital projects consistent with BEDC's project delivery and construction management procedures, with an emphasis on environmental health and safety, scope, schedule, budget, and client service. BEDC seeks to hire an Environmental Engineer 3 to be an Accountable Manager (AM) for WWCP. The selected candidate will support the construction of the main sewage pumps at Owls Head WRRF, the headworks improvements at Oakwood Beach WRRF, the installation of two service transformers at Oakwood Beach WRRF, and potentially other wastewater and pumping station projects in this portfolio.

  • Direct the oversight of the planning, design and construction of major capital construction projects.
  • Ensure that all prepared schedules, reports, and work products conform to the scope of work.
  • Prepare, negotiate, and process appropriate modifications to Consultant Contract scope, cost, and schedule.
  • Provide day-to-day guidance and oversight of subordinates' work assignments.
  • Motivate current employees, approve time and leave, evaluate staff members and determine staffing requirements.
  • Incorporate Environmental Health & Safety throughout the project lifecycle.
  • Coordinate with all bureau support divisions such as Project Controls Group, Permit Resource Division, Sustainability, and Contracts Support.
  • Manage quality of project delivery throughout the project lifecycle.
  • Monitor key performance indicators with respect to Scope, Schedule, Budget, and other project performance metrics.
  • A valid New York State Professional Engineer License.
  • Four years of full-time experience in environmental engineering.
  • A master's degree in environmental engineering from an accredited college will be accepted as equivalent to one year of full-time experience in environmental engineering.
  • At least one year within the last three years of experience as a major contributor or a project leader on a complex project.
  • Proficient oral and written communication skills.
  • Possession of a motor vehicle driver license valid in the State of New York.
  • Detailed understanding of permitting, equipment and materials, codes and standards.
  • Ability to assess consultant/contractor performance based on contract requirements.
  • Strong technical skills, interpersonal, communication, and computer skills with a working knowledge of MS Office software and Project Scheduling Software.
